POSITION GENERAL OBJECTIVE
Support the Monitoring, Evaluation, Accountability and Learning (MEAL) Unit in Action Against Hunger’s Bekaa Base in Lebanon. Carry out field data gathering at different levels (household, informal tented settlement, municipality) to support the continuous Action Against Hunger MEAL covering different sectors (Vulnerability Verification; Food Security and Livelihoods; Water, Sanitation and Hygiene). Conduct ad hoc assessment interviews at different levels according to the request from the direct supervisor and following new arrival trends and program impact assessment needs. Conduct focus groups discussions and any other studies, assessments and data gathering efforts as per request of Action Against Hunger staff.
Support data entry and reporting efforts if needed, and contribute to the overall implementation of assessment, monitoring and evaluation activities.
Support data analysis and quality checking needs that may arise.
POSITION SPECIFIC OBJECTIVES AND TASKS
Objective 1: Prepare the assessments (10%)
Tasks
Make the necessary arrangements before the assessment (call group participants, check access to areas, set times, check availability, etc.)
Support the logistics staff (drivers) the location of new places, households and interviews
Look for suitable places to conduct the interview when there are specific needs to bear in mind (privacy, confidentiality of information, etc.)
Objective 2: Record information on the data collecting tool and keep it confidential (15%)
Tasks
Conducting confidential data collection activities using a tablet/other tools.
Ensuring that all data captured is kept physically secure at all times.
Objective 3: Data Analysis (20%)
Tasks
Support the data manager with data analysis and quality checking needs that may arise.
Gap detection and analysis
Participate, when needed, in writing basic M&E and impact assessment reports
Objective 4: Accountability (20%)
Tasks
Maintain regular contact with beneficiaries, community leaders, municipality representatives and other (I)NGOs, inviting them to participate in monitoring and assessment processes and sharing the results with them
Inform target beneficiaries of their rights, the intended results and impact of the project, the monitoring and evaluation processes, and the feedback and complaints Mechanism of ACF International.
Support the feedback mechanism officer in case it is needed
Objective 5: Learning (5%)
Tasks
Assist the project team and partners in documenting lessons learnt
Support the implementation of reviews and learning events at project locations, if it is needed
Objective 6: Reporting (15%)
Tasks
Report continuously the progress of the activities and assessments to his/her line manager
Report weekly on all the activities related to assessment and data collection
Regular oral reporting, debriefing and feedback to the M&E Manager, MEAL Coordinator and Project Managers (where necessary).
Objective 7: Co-ordination (5%)
Tasks
Participate in daily meetings before leaving for field
Work closely with WASH, FSL and MEAL Field Officers for data collection execution
Communicate aims and objectives of the study with community and respondents
Establish a good understanding of the program within the Community
Objective 8: Security (5%)
Tasks
Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
Communicate to the security managers of the working location any security related information or noncompliance with the security plan
Objective 9: Support humanitarian activities of Action Against Hunger (5%)
Tasks
Support the emergency interventions of the organization as per the employee’s abilities.
Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
KNOWLEDGE AND EXPERIENCE REQUIRED
Training/ Education:
University degree (BA in Social Fields or any related field)
Technical specific knowledge:
Previous experience in managing data collected through Android device
Good knowledge of the region (Bekaa)
Initiative, organize, availability/learning capacity
Good understanding and knowledge of the humanitarian principles
Agrees with the principles, charter and objectives of Action Against Hunger.
Previous experience:
Previous experience working with NGO at least one year of related previous professional experience
Previous field experience in assessments, data gathering, interviews and information triangulation/verification
Previous experience conducting focus group discussion would be an asset Desirable: knowledge in any of the following field: Food Security and Livelihoods, Cash for Work, WASH
Humanitarian sector knowledge:
Ability to work as part of a team, interpersonal qualities and diplomacy
Communication skills to interact with refugees and vulnerable population
Good organizational skills, serious and rigorous
Calm, patient, organized and open-minded
Flexible with respect to job priority
Languages: Able to work in BOTH Arabic and English (spoken, written and read)
IT and specific systems: Previous experience in managing data collected through Android device
Previous experience in excel and access
Mobility (national/ international): National
REMUNERATION PACKAGE
We offer immediate incorporation to a dynamic international network with the following remuneration package:
Based in: Beirut
Area: MEAL
Formal work contract: 6 months
Salary: from 1220 USD to 1520 USD gross per month according to candidate’s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.
