Middle East & North Africa (Mena) Monitoring, Evaluation, Accountability And Learning (Meal) Advisor

ACF, an International NGO, is looking for a Monitoring, Evaluation, Accountability and Learning (MEAL) Advisor, for its regional team : Middle East & North Africa (MERO). The position is based in Amman with regular trips in the region.  MAIN RESPONSIBILITIES Under the supervision of the MERO Coordinaator, the MEAL Advisor is responsible for supporting the development and harmonization of effective and robust monitoring, evaluation and learning processes KNOWLEDGE, EXPERIENCE, SKILLS AND CAPABILITIES Extensive experience on project cycle management, research, data gathering and management, quantitative/qualitative analysis and English reporting At least 5 years of experience within humanitarian organisations, and at least 2 years in M&E Positions or tasks. Experience in large scale emergency response monitoring and evaluation and reporting to donors. Extensive experience in conducting surveys, assessments and evaluation for multiple sectors (Nutrition and Health, WaSH, Food Security and Livelihoods, Mental Health and Care practices) Good capacity of analysis. Competences in training. Communications, observation, listening skills, motivation, and in management of teams and problem solving. Good team spirit and ability to work in a team. Autonomy, creativity, adaptability and flexibility. Able to work under Windows OS. Proficiency on the basic office tools (at least Word and Excel) Knowledge on databases and mobile data collection systems (ODK, GRASP) would be desirable. Good knowledge of the area and local customs. Due to the specific Muslim context and the sensitiveness of the topics, females are especially encouraged to apply. DETAILED OBJECTIVES AND TASKS Objective 1: Design an innovative ACF MEAL strategy at Regional level; Undertake a MEAL needs assessment at country level ; Develop a MEAL strategy taking into consideration the current capacities of the mission and provide recommendations on short and medium terms to the missions; Create an assessment and M&E logframe/framework/SOPs to systematize the M&E functions and capitalize the experience at regional level; Advocate for adequate staffing to support M&E activities and suggest an organizational chart of MEAL departments to all missions; Engage with diverse internal and external stakeholders (other INGOs, donors, etc…) to share experiences and advocate for best practices around MEAL.  Objective 2: Standardize tools at regional level and ensure a regular follow-up on donors’ requirements on M&E; Support, coordinate and harmonize M&E mechanisms and practices ; Meet donors at Regional level and ensure that ACF M&E tools respond to donors’ requirements; Design new MEAL tools in coordination with HQs and MEAL coordinators at country level and facilitate the implementation within missions. Objective 3: Contribute to quality improvement and accountability at regional level and facilitate an evidence based programing; Lead and support qualitative research across multiple countries; Perform program quality assurance and support country offices in data quality audits, in mid-term and final reviews and provide guidance on field monitoring and evaluations; Promote the application of good practices in needs assessments, program design and support country offices in the development of an evidence based programming. Objective 4: Build capacities and ensure trainings at country and regional levels; Develop capacity building initiatives with identified stakeholders, including training and mentoring for field staff based on gaps in specific areas of knowledge and practice; Train technical focal points on M&E tools, database use and data interpretation to improve data for decision making; Develop a training curriculum for MEAL middle-level management and perform training in Amman; Support country offices in the recruitment process for M&E-related roles.
