General responsibilities
Operating and maintaining the database and data collection/backup hardware of the Monitoring & Evaluation (M&E) Unit, which provides support to the Bekaa Base of ACF.
Providing advice and design suitable technological alternatives as per request of the M&E Manager and MEAL Coordinator and supporting the needs of the M&E Unit
Overviewing the cycle of data gathering – basic data reporting (quantitative and qualitative):
Contributing to the quality check of the compiled data
Ensuring a systematized, correct and timely computerization of all data collected from the field.
Ensuring and systematize the recurrent (weekly, monthly) data reports are timely produced for the project teams
Supporting the capacity building of the field staff in data collection
Supporting the M&E Manager and MEAL Coordinator on data analysis
Specific objectives and tasks
Objective 1 : To operate and maintain ACF’s database
- Optimize database design/schemas to meet continuously changing project needs
- Operate and maintain the database, creating tables/queries/report templates for ad-hoc assessments and data collection exercises and needs
- Operate the database for data input including data upload from M&E data collection devices (tablets)
- Customizing and troubleshooting data management modules;
- Design a system to ensure timely data inputs/outputs to and from the database
- Cross check and ensure data quality before uploading it into the database
- Operate the database for data output ensuring regular updates and report of figures and statistics from the projects
- Ensure confidentiality and security of the database and files
Objective 2 : To operate and maintain ACF’s M&E hardware
- Overview, assign and ensure the proper use by the field staff of the M&E data collection devices (tablets)
- Troubleshooting and maintenance of the data collection devices (tablets)
- Operate and maintain a Samba-based file sharing for the local base (NAS)
- Systematic ally arrange and file the digital library of M&E tools (ODK/GRASP models, manuals, tutorials)
- Troubleshooting issues that arise with data tools used by field officers
- Ensure data integrity: recurrent backup of the database and key data into the NAS
Objective 3 : To support the implementation and monitoring of the data management aspects of the base’s projects
- Support the design and development data collection and analysis tools and guidelines
- Export and adapt data collection tools (questionnaires, interviews, checklists, etc.) into the existing data collection platforms (ODK and GRASP)
- Data cleaning, analysis and reporting
- Produce statistical analysis
- Data entry (directly or with the support of data entry officers if available)
- Translate data from Arabic into English (if required)
Objective 4 : To contribute and support the systematization of the data analysis cycle
- Develop protocols for the collection of data from Syrian refugees critical for the appropriate disbursement of aid programs
- Participate in the field team's training about the data collection on the field
- Systematize, correct and timely computerize the data collected from the field
- Systematize the recurrent (weekly, monthly) data reports are timely produced for the project teams
- Support the M&E Manager and MEAL Coordinator on data analysis
Objective 5 : Others
- Conduct field visits if required and requested (i.e. to ensure data quality and follow up on data collection techniques and skills)
- Respect of ACF Charter and internal rule
- Be committed to participate to any other work in order to achieved the project goal
- This job description is not exhaustive and may be changed or amended by the MEAL Coordinator and Head of Base when necessary, according to the base needs.
Previous experience needed
Experience of min one year in the field of Database Management. Professional experience of minimum 1 year in a similar position in a NGO.Previous relevant experience with the hardware/software components mentioned in the present Job Description (Database, ODK/GRASP, NAS and tablets)
