Accion Contre el Hambre – Spain, is looking for an enthusiastic and highly motivated full time Monitoring and Evaluation Officer to collaborate in the implementation of humanitarian interventions supporting the vulnerable refugee (and also local) communities.
Assignment:
The Monitoring and Evaluation Officer will work directly with refugee communities and direct beneficiaries (or potential beneficiaries) of food e-card distributions but he/she might be asked to support other projects/interventions as well. The monitoring and evaluation officer will work in close relationship with other monitoring and evaluation officers, field officers and field officer supervisor to ensure good quality of works.
In general the M&E Officer will:
- Support the monitoring and evaluation component of the food e-card project of ACF’s Bekaa Base in Lebanon.
- Carry out field data gathering at different levels (household, informal tented settlement, municipality) to support the continuous ACF M&E covering different sectors, particularly concerning food security and livelihoods.
- Conduct ad hoc assessment interviews at different levels according to the request from the direct supervisor and following new arrival trends and programme impact assessment needs.
- Conduct focus groups discussions and any other studies, assessments and data gathering efforts as per request of direct supervisor.
- Support data entry and reporting efforts if needed, and contribute to the overall implementation of other assessments and interventions of ACF.
Minimum skills required
Fluency in Arabic and English (spoken, written and read) required, good understanding of participatory approaches, sound knowledge in data collection, good social skills, good skills in listening/note-taking/reporting, good organizational skills, good computer skills in Excel/Word
General skills required: Previous experience in managing data collected through Android device, good knowledge of the region (North Bekaa), motivation to work with humanitarian organizations, motivation in capacity increasing, ability to work as part of a team, good interpersonal qualities and diplomacy, ability to work under pressure, ability to work long hours and extra days upon request
Language skills
Fluency in Arabic and English required.
Other
Able to work and travel in Lebanon without exclusion.

Main tasks:
- Organizing and conducting assessments in line with pre-identified objectives using pre-identified methods
- Monitoring activities and changes in the context
- Supporting any other M&E and assessment activities of ACF upon request of direct supervisor
- Supporting other food security and cash related activities upon request of direct supervisor.
- Reporting to direct supervisor on a regular basis on the activities and changes in the context.
- Close coordination with other project staff.
Due to the emergency context, the Monitoring and Evaluation Officer can be requested to participate to any other ACF intervention identified according to the humanitarian needs.
