Monitoring, Evaluation, Accountability And Learning (Meal) Supervisor

MAIN RESPONSIBILITIES Under the supervision of the MEAL Manager, the MEAL Field Supervisor is responsible of supervising the MEAL officers work related to quantative and qualitative data collection, creating/adapting monitoring tools, data analysis. S/He will also write monitoring and assessment reports and cover different sectors (Vulnerability Verification, Food Security and Livelihood, Sanitation and Hygiene...) KNOWLEDGE, EXPERIENCE, SKILLS AND CAPABILITIES Bachelor degree in social fields or any other relevant field Minimum 3 years of relevant professional experience Team management experience (prefered) Experience in analysis, reporting, monitoring and assessment Experience in WaSH, Nutrition and Food Security projects will be valued Initiative, Organized, Rigorous, Quick learner Ability to work in a team and motivat ea team Interpersonal skills and diplomacy Computer skills : Very good at Microsoft Office (Word, Excel, PowerPoint) DETAILED OBJECTIVES AND TASKS Objective 1 : Create monitoring tools for ACF activities in Zahle base Support the definition of the approach to monitor ACF activities (food voucher distribution, cash for work, WaSH...) ** Create/Adjust the monitoring tools : KAP surveys, Baseline studies, Impact assessments, Focus groups ... ** Coordinate and follow up on the implementation of the tools. Objective 2 : Coordinate ACF's MEAL team in Zahle base Define the monthly planning of the team in coordination with the MEAL Manager ** Train the team on data gathering, monitoring tools and interview techniques ** Assign the weekly work plans and transportation needs for the teams in Bekaa ** Quality control on the field teams performance ** Streamline the data/information flow and requirements along with the Data Manager ** Prepare and conduct other assessments (rapid, multi-sectorial) that might be demanded. Objective 3 : Analyze the information and write monitoring reports Systematically review data consistency after the field visits ** Ensure the database is regularly updated and easily consultable /searchable ** Qualitative, quantitative and statistical analysis of the gathered data ** Gap detection and analysis ** Write regular MEAL and impact assessment reports. Objective 4 : Reporting Report the progress of the work to his/her line manager, including the material used ** Report possible problem/conflict during the activities ** Report weekly activities and transportation needs ** Contribute to projects and beneficiaries data collection and reporting ** Regular reporting to MEAL manager/Head of Base. Objective 5 : Accountability Maintain regular contacts with beneficiaries, community leaders, municipality representatives and other (I)NGOs, inviting them to participe in monitoring and assessment processes and sharing the results with them ** Inform target beneficiaries of their rights, the intended results and impact of the project, the monitoring and evaluation processes, and the feedback and complaints mechanis of ACF ** Support the feedback mechanism officer if needed. Objective 6 : Learning Assist the project team and partners in documenting lessons learnt ** Support the implementation reviews and learning events at project locations, if needed. Objective 7  : Security Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols ** Communicate to the security managers of the working location any security related information or non-compliance with the security plan. Objective 8 : Support to ACF humanitarian goals Support emergency interventions, as per the employee's capacities ** Support any activity that helps achieving ACF humanitarian goals, as per the employee's capacities
