GENERAL RESPONSIBILITIES
Under the supervision of the Deputy Program Manager,the Civil Engineer is responsible for the daily technical planning, supervision, monitoring and reporting of the field activities of construction, and for ensuring proper coordination with contractors, municipalities, other authorities and related Action Against Hunger departments. The position requires extensive field work and movement between several worksites.

Dynamic, good team player, result oriented and professional humanitarian aid worker with experience of FSL/WASH interventions. We are looking for a problem solver, with a flexible mind-set, the ability to deal with practical FSL/WASH solutions and to think strategically.
Technical knowledge in calculating and implementing construction and engineering interventions
Significant experience in working in collaboration with local partners, government bodies, and INGOs
Good knowledge of project cycle management
Ability to identify possible new activities and elaborate proposals for new projects, as well as the ability to report adequately to managers
At least 2 years’ experience in implementing FSL and/or WASH projects in development and/or humanitarian projects in the NGO/INGO sector.
Previous knowledge of Action Against Hunger policies, strategy and previous interventions in the country or middle-East region as an asset
IT Skills : Windows domain, Autocad. Compulsory expertise in Excel. Native Arabic speaker, excellent level of English
DETAILED OBJECTIVES AND TASKS
Objective 1 : To ensure timely and quality implementation of livelihoods activities (50%)
Carry out (participate) in Technical assessments at field level *** Plan Food Security and Livelihoods (FSL construction related activities in the assigned sites, such as rehabilitation and construction of irrigation channels, bill of quantities of the pertinent activities, mapping designs... *** Follow up the construction and rehabilitation works of different irrigation infrastructure (Mechanical and Structural) in collaboration with the skilled and unskilled labour on daily basis to ensure the quality of construction work *** Ensure the timely implementation of field works as per the predefined schedule *** Monitor the contractors work including the work plans and quality of work if needed *** Support in ensuring the quality and quantity of material at field according to agreed plans and BoQs *** Support in building relationships between Action Against Hunger, district authorities, municipalities and communities *** Resolve the conflicts on construction site *** Issue and sign the work done certificates as per Action Against Hunger design *** Support in the hand over the FSL infrastructure to local municipalities *** Ensure safety procedures and rules are respected in the field by all workers *** Represent Action Against Hunger with different community stakeholders at field level *** Maintain good communication with local partner organizations and beneficiaries on the field.
Objective 2 : Team Coaching (20%)
Participate in staff training, helping to build technical capacity of staff, operators and partners in the area of FSL *** Mentor and coach colleagues and team members, building their capacity to obtain high quality results and impacts *** Helps to develop and execute context-specific solutions to improve collaboration, coordination and performance *** Ensure the good respect of working conditions while in office or in the field, especially the respect to Action Against Hunger code of conduct and standard operating procedures for the area of operation and safety rules on the construction sites.
Objective 3 : Finance and Administration (10%)
Support the Livelihood Deputy Program Manager (Deputy PM) in the organization of day-to-day logistics, and administration activities *** Manage all related program equipment and materials in close consultation with the Livelihood Deputy PM. Maintain and ensure proper Project asset register *** Support the Livelihood Deputy PM in the supervision and control of expenses related with the activities of the project (procurement planning) *** Support the Livelihood Deputy PM in ensuring the application of the log/kit forms and procedures pertaining to the supply chain, procurement, transport/movement.
Objective 4 : Reporting (20%)
Prepare regular reports on the progress of construction for the assigned sites *** Inform and report the anomalies and the challenges carried out during the implementation phase of the program *** Report weekly activities and transportation needs *** Contribute to Projects and beneficiaries data collection and reporting
Objective 5 : Security
Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols ** Communicate to the security managers of the working location any security related information or non-compliance with the security plan
Objective 6 : Support the humanitarian activities of Action Against Hunger
Support emergency interventions, as per the employee's capacities ** Support any activity that helps achieving Action Against Hunger humanitarian goals, as per the employee's capacities
