Security Officer

Objective 1: To collect, analyze and convey information about the political and security situation as well as context changes. To support in liaising (25%)

 

Responsible for

 

Collecting and recording information related to security and context situation and changes

 

Analysing the information and providing security advices

 

Supporting in development / updating stakeholders’ analysis

 

Establishing and maintaining an effective local network for security matters

 

Communicating information and analysis at base level

 

Obtaining permissions for travelling and for activities implementations

 

Tasks

 

Developing, maintaining and/or reinforcing an effective network with local inputs on contextual and security matters in geographical areas of interventions 

 

Monitoring the political, social, economic and military situation, identifying trends relevant to the security and context situation

 

Recording safety and security related incidents and developments

 

Regularly visiting the areas of intervention for safety and security assessments

 

Liaising with other humanitarian and emergency actors, local authorities and stakeholders on safety and security matters, ensuring a good coordination on safety and security

 

Participating and representing ACF during security meetings

Objective 2: To evaluate and monitor the risks (20%)

 

Responsible for

 

Evaluating the risks for the base and program activities, keeping this evaluation up-to-date

 

Mitigating the identified risks and monitoring the implementation of mitigation actions or procedures

 

Tasks

 

Conducting risks assessments and analysis

 

Proposing security rules to mitigate the risks and ensure their implementation

 

Monitoring staff field movements on safety and security concerns. Accompanying staff on field visits if needed.

 

Following security incidents, monitoring and implementing actions decided

 

Preparing security incident reports

 

Advising on site selection for office building, other accommodation

 

Providing security advices for programs’ activities development and implementation

 

Ensuring appropriate steps are taken to safeguard office premises, equipment and residential property

 

Advising on technical areas of operation (i.e., Finance Manager on cash withdrawal/ deposit and payroll procedures; Fleet Officer on seat belt policy, defensive driving, etc.)

Objective 3: To train and make ACF staff aware of security environment, procedures and rules (20%)

 

Responsible for

 

Briefing and training national staff and making them aware of security environment, procedures and rules

 

Participating in the training of expatriate staff and making them aware of security environment, procedures, rules and context

 

Briefing and debriefing every ACF staff on security matters

 

Tasks

 

To plan briefing on every new ACF employee within ACF

 

To keep sensitizing every ACF employee on rules, procedures

 

Organize regular security briefing with all the base

Objective 4: Develop and implement security management tools (15%)

 

Responsible for

 

Suppport the Operations Coordinator and Base Logistics Manager to the design and implementation of teh base security strategy plan.

 

Keeping up-to-date every ACF security management documents

 

Developing and keeping up-to-date the necessary tools to monitor the context and manage security

 

Tasks

 

Liaising with Operations Coordinator & Log Manager/Log Coordinator for proposing new tools and circulating them at base level

 

Keeping the already existing at base level tools updated on regular basis (contextual document, etc..)

 

Taking an active role in the development and implementation of security plans

Objective 5: Reporting (15%)

 

Responsible for

 

Providing contextual reporting (with findings) on regular base

 

Tasks

 

Weekly reporting to Operations Coordinator on security developments within the area of operations during the previous seven days

 

Producing monthly reporting with findings on contextual and security changes

Objective 6: Other Miscellaneous Responsibilities (5%)

 

Respecting ACF Charter and internal rules

 

Promoting gender equality within the humanitarian and/or development work

 

Being committed to participation and any other work in order to achieve the project goal

 

Any other work duties assigned by Operations Coordinator within scope of security issues

Objective 7 : Support humanitarian activities of Action Against Hunger

 

Support the emergency interventions of the organization as per the employee’s abilities.

 

Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
