WaSH Community Mobilizer - Tyre

Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.  

Under the supervision of the WaSH Field Officer, the Community Mobilizer will be responsible for conducting daily water sampling and testing. The role also includes data entry, proper documentation, and supporting other teams within the WaSH department as needed. This position involves significant fieldwork, particularly related to water quality monitoring, frequent travel between various sites, and the ability to ensure activities meet high quality standards. Additionally, he/she will be responsible for communicating and coordinating with relevant partners or focal points, including those from municipalities, DRM units, primary health care centers (PHCs), schools, and other stakeholders as required.

Objective 1: Ensure timely and quality implementation of WaSH activities (60%)

1. Follow up day to day WaSH activities including water sampling, water testing and any other tasks related to construction, distribution of kits, awareness sessions, and water trucking.
2. Plan, coordinate and monitor ongoing project activities in collaboration and under the supervision of the WASH Field Officer.
3. Ensure the timely implementation of field works as per the predefined workplans.
4. Support in ensuring the quality and quantity of materials in the field according to agreed plans.
5. Resolve the conflicts on site and a diplomatic and respectful manner.
6. Ensure safety procedures and rules are respected in the field by all workers.
7. Organize and deliver training sessions on water quality.
8. Develop communication materials (videos, leaflets, brochures, PowerPoint presentations, etc.).
9. Organize and deliver awareness sessions.

Objective 2: Monitoring, coordination and communication (30%)

1. Monitor and report all WaSH activities either in the field or at AAH lab ensuring there is compliance with plans and Action Against Hunger standards.
2. Monitor implementation’s acceptance and right holders’ satisfaction in coordination with MEAL team.
3. Responds to and records right holders WaSH technical feedback and complaints at field level.
4. Collect, organize, and develop all data, files and documents.
5. Support in building relationships between Action Against Hunger, local authorities, SLWE, municipalities, and communities.

Objective 3: Data collection and reporting (10%)

1. File, document, and report work progress to his/her line manager on regular basis.
2. Report any possible problems or conflicts that may arise during the program activities in a timely manner to identify possible solutions.
3. Report the use of materials and possible improvement.
4. Attend debriefing meetings with line manager and other team members, as requested.

Objective 4: Security

1. Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
2. Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5: Support humanitarian activities of Action Against Hunger

1. Support the emergency interventions of the organization as per the employee’s abilities.
2. Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
3. Promote gender equality within the humanitarian and/or development work

Objective 6: Gender & Safeguarding (cross-cutting)

1. Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
2. Knowledge and compliance with safeguarding policy.
3. Promote gender equality within the humanitarian and/or development work

Training/ Education: Bachelor and/or master’s degree in biology, biochemistry, chemistry or any other related water, sanitation, and public health fields.

Technical specific knowledge:

• Good knowledge of Public Health Promotion and/or WaSH soft components.
• Technical knowledge in conducting water sampling and water testing.
• Knowledge in conducting training on water quality, sampling and testing.
• Knowledge of Water borne disease prevention and response protocols.
• Knowledge in analyzing water test results
• Knowledge of WaSH emergency responses including NFI provision, and water trucking is an asset

Previous experience:

• At least 1-2 years of experience in WaSH projects.
• Ability to work in a team, interpersonal qualities, and diplomacy, flexible with respect to job priority – Agrees with the principles and objectives of ACF.
• High reporting experience is an asset.
• Data entry/archiving experience.
• Proven experience in working in collaboration with local partners, government bodies, INGO’s, consultants and contractors and right holders is an asset.

Humanitarian sector knowledge: Good knowledge of INGOs and donor agencies procedure, guidelines, and intervention in the country and particularly in the South

Action Against the Hunger knowledge: Previous knowledge of Action Against Hunger policies, strategy, and previous interventions in the country is an asset.

Languages: English and Arabic (compulsory working languages, fluent spoken and written)

IT and specific systems:

• Good command of MS office, compulsory expertise in Excel.
• Good command of mapping tools (GIS) is highly desirable.

Mobility (national/ international): South of Lebanon.
