GENERAL RESPONSIBILITIES
In coordination and under the supervision of the Action Against Hunger Zahle WaSH Expert/Program Manager and with the technical support from the WaSH Coordinator. S/he will be in charge of defining the content, organizing and supervising the community health promotion program with the targeted populations and will ensure the efficient and smooth implementation of the Health WaSH projects in Action against Hunger targeted areas.
Contribute to the strategy and planning of Hygiene promotion activities;
Supervise the all WaSH related CHP activities at field level;
Ensuring the quality of work at field level.

DETAILED OBJECTIVES AND TASKS
Objective 1: Programming and planning
Lead the health and hygiene promotion team and carry out the follow up of the selected activities and initiatives.
Analyze and identify the needs in order to elaborate an operational plan based on health and hygiene promotion
Overseen the day-to day activities in collaboration with the team and ensure the quality of the community hygiene aspects of the WaSH department as well as the quality of field work in Lebanon humanitarian context
Elaborate teaching tools adapted to various levels of the population: songs, role games, meetings, training, etc.
Carry out technical assessments at field level, to identify the deficiencies in terms of hygiene and the use of water
Prepare regular reports on the progress of the CHP activities on the different locations.
Identify and evaluate the existing resources and the local partners, humanitarian agencies and governmental authorities’ capacities
Represent Action Against Hunger with different community stakeholders at field level.
Maintain good communication with beneficiaries and partner organizations on the field
Provide training and support to programs and teams, in response to needs and gaps at field level
Ensure the gender base approach, protection and inclusion are taken into account in the water and sanitation activities and in the health and hygiene promotion
Analyse current public health (and WaSH) tools used at the field and base levels and provide constructive feedback for their regular adaptation and improvement.
Objective 2 : Human resources
Supervise and mentor the staff under his/her supervision as well as partners.
Participate in staff training, helping to build technical capacity of staff, operators and partners in the area of WaSH and FSL
Mentor and coach colleagues and team members, building their capacity to obtain high quality results and impacts.
Help to develop and execute context-specific solutions to improve collaboration, coordination and performance.
Ensure the good respect of working conditions while in office or in the field, especially the respect to Action Against Hunger code of conduct and standard operating procedures for the area of operation and safety rules on the construction sites.
Ensure staff appraisals are conducted and together with the WaSH Expert, identify staff training needs and follow up for appropriate action with the WaSH Expert, with recommendations for training and other capacity building measures.
Objective 3 : Finance and administration
Organize day-to-day logistics, administration, and personnel activities
Manage all related program equipment and materials in close consultation with Logistics. Maintain and ensure proper Project asset register.
Contribute to the supervision, forecast and control of expenses related with the activities of the project (procurement planning)
Ensure the application of the log/kit forms and procedures pertaining to the supply chain, procurement, transport/movement,
Supervise specific project (s) budget forecast and follow up
Participate in the design of new budgets
Objective 4 : Reporting
Report the progress of the work to his / her inline supervisor and material used
Report weekly activities and transportation needs.
Contribute to Projects and beneficiaries’ data collection and reporting
Regular reporting to WaSH Expert, Head of base and WaSH Coordinator.
Objective 5 : Security
Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
Communicate to the security managers of the working location any security related information or noncompliance with the security plan
Report possible problem or conflict during the activities
SKILLS & KNOWLEDGE
Technical knowledge in implementing soft component within WaSH post-conflict interventions;
Excellent knowledge of project cycle management;
Problem solving and analytical skills with the ability to assess challenges and recommend solutions;
Strong staff management and leadership skills;
Excellent diplomacy and representation skill;
Ability to identify possible new activities and write clear and well-argued proposals and reports regarding his/her specific field of intervention
Minimum 3 years’ experience in implementing community health/ hygiene promotion programs and/or humanitarian projects in the NGO/INGO sector
Significant experience in team management and capacity building;
Experience in working in collaboration with local partners, government bodies, INGOs and donor agencies.
