GENERAL RESPONSIBILITIES
In coordination and under the supervision of the WaSH Program Manager, the WaSH Deputy Program Manager is responsible of the efficient and smooth implementation of the project Integrated Solid Waste Management Program in South Lebanon, funded by OCHA in ACF targeted areas to contribute to environmental protection and well-being of local and most vulnerable populations, by strenghtening efficient management of solid waste and improving livelihood of populations affected by the Syrian crisis.
DETAILED RESPONSIBILITIES AND TASKS
Objective 1 : Programming
Design and supervision of activity plan and forecast of works *** Lead and carry out (participate in technical assessments at field level *** Implement and monitor day-to-day activities *** Ensure work is completed as per the work plan and schedules *** Ensure the quality and quantity of material for the field work, according to way bills *** Supervise the resolution of conflicts during the activities implemented in the field *** Ensure the quality of activity implementation *** Handover the waste infrastructure to local municipalities *** Monitor the consultants and other contractors' work including the work plans and quality of work as needed *** Ensure safety procedures and rules are respected in the field by all workers *** Represent ACF with different community stakeholders at field level *** Maintain good communication with beneficiaries and partner organizations in the field
Objective 2 : Human Resrouces
Supervise and mentor the staff under his/her supervision as well as partners *** Supervision of skilled and unskilled labor and ensure work as per international working hours and timely labour payments *** Participate in staff training, helping to build technical capacity of staff, operators and partners in the area of WaSH and Food Security and Livelihood (FSL) *** Mentor and coach colleagues and team members, building their capacities to obtain high quality results and impacts *** Helps to develop and execute context-specific solutions to improve collaboration, coordination and performance *** Ensure the good respect of working conditions while in office or in the field, especially the respect of ACF code of conduct and standard operating procedures for the area of operation and safety rules on the construction sites *** Ensure staff appraisals are conducted. Together with the WaSH Program Manager, identify staff traiing needs and follow up for appropriate action with the WaSH Program Manager, with recommendations for training and other capacity building actions.
Objective 3 : Finance and Administration
Design and supervise specific budget forecast and follow up *** Contribute to the supervision and control of expenses related to the projects activities (procurement planning) *** Organize day-to-day logistics and administration of the project and the staff under his/her supervision *** Manage all related program equipment and materials in close consultation with the logistics/procurement officer *** Maintain and ensure proper project asset register *** Ensure the application of the log kit forms and procedures pertaining to the supply chain, procurement and transport/movement
Objective 4 : Reporting
Report the progress of the work and material used to his/her line manager *** Report any possible problem or conflict during the activities *** Report weekly activities and transportation needs *** Contribute to project and beneficiaries data collection and reporting *** Regular reporting to WaSH Program Manager and Head of Base
Objective 5 : Security
Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plans;and perform the security management tasks that can be assigned in its protocols** Communicate to the security managers of the working location any security related information or non-compliance with the security plan
Objective 6 : Support to ACF humanitarian goals
Support emergency interventions, as per the employee's capacities ** Support any activity that helps achieving ACF humanitarian goals, as per the employee's capacities
REQUIRED SKILLS, EXPERIENCE AND ABILITIES
Dynamic, good team player, result-oriented and professional humanitarian aid worker with experience of WaSH interventions, preferably waste management interventions
A problem solver, with a flexible mindset and the ability to deal with practical WaSH emergency solutions and to think strategically.
Key requirements include : Technical knowledge in implementing WaSH emergency interventions / Significant experience in working with local partners, government bodies, IGNOs and donor agencies / Excellent knowledge of the project cycle management / Strong staff management and leadership skills / Ability to identify possible new activities and elaborate proposals for new projects, as well as the ability to report adequately to donors and headquarters
At least 2 years experience in designing and implementing waste and/or wash management project in development and/or humanitarian project (with ACF network preferably).
Experience in cash for work and livelihood will be an asset
Excellent knowledge of waste management and other certification in WaSH infrastructure and experience
Must have demonstrated skills/knowledge in participatory approaches, analytical and gender thinking and wriing
Ability to express clear ideas to various types of people is essential
Computer skills : Microsoft Office, especially Excel and Powerpoint
