Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.
The WASH Engineer Supervisor will be responsible of:
The WaSH Engineer Supervisor (Infrastructure) is responsible for the daily technical implementation, supervision, monitoring and reporting of the field activities of construction, and for ensuring proper coordination with contractor, consultant, municipalities, other authorities and related Action Against Hunger departments. The position requires extensive field work and movement between several worksites.
Objective 1: To ensure timely and quality implementation of WaSH construction activities (60%)
- Follow up day to day construction works of the infrastructures in collaboration with the consultant and contractor on daily basis to ensure the quality of intervention.
- Preparation of weekly work plans according to the implementation plan.
- Ensure the timely implementation of field works as per the predefined schedules.
- Monitor the contractors and consultants work including the work plans and quality of work if needed.
- Support in ensuring the quality and quantity of material at field according to agreed plans and BoQs.
- Resolve the conflicts on construction site.
- Ensure safety procedures and rules are respected in the field by all workers.
- Issue and sign the work done certificates as per Action Against Hunger design.
- Support in the handover of the WaSH infrastructure to local stakeholders (municipalities, communities, etc.).
Objective 2: Data Collection and Reporting (30%)
- Prepare weekly reports on the progress of construction for the assigned sites.
- Inform and report the anomalies and the challenges carried out during the implementation phase of the program.
- Report possible problems or conflict during the implementation of the activities.
- Collect and record beneficiaries’ technical feedback and complaints at field level.
- Contribute to project and beneficiaries’ data collection and reporting.
- Collect, organize, and develop all data, files, and documents.
Objective 3: To promote and support the implementation of WaSH interventions in South Lebanon (10%)
- Maintain good communication with local partner organizations and beneficiaries on the field.
- Support in building relationships between Action Against Hunger, district authorities, municipalities, and communities.
- Represent Action Against Hunger with different community stakeholders at field level.
- Participate in WaSH needs assessments.
- Suggest new methods and approaches to improve the quality of water and sanitation activities in the field.
- Support the identification and design of WaSH proposals in South.
- Identify WaSH support needs of the Vulnerable Lebanese and refugee population and propose the possible intervention in line with Action Against Hunger country strategy.
- Support and participate in the implementation of Action Against Hunger’s community engagement activities related to the infrastructure projects.
Objective 4: Abide by and promote AAH security (cross-cutting)
- Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
- Communicate to the security managers of the working location any security related information or noncompliance with the security plan
Objective 5: Support humanitarian activities of Action Against Hunger (cross-cutting)
- Support the emergency interventions of the organization as per the employee’s abilities.
- Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
Objective 6: Gender & Safeguarding (cross-cutting)
- Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
- Knowledge and compliance with safeguarding policy.
Requirements:
- Degree and/or master’s degree in civil or mechanical engineering, or construction management.
- Excellent knowledge of water supply systems & construction or other certification in WASH infrastructure
- Technical knowledge in implementing and supervising construction and engineering WASH interventions
- Significant experience in working in collaboration with local partners, government bodies, INGO’s, consultants and contractors.
- At least 2 to 3 years’ experience in designing and implementing Water Sanitation & Hygiene System in development and/or humanitarian projects in the NGO/INGO sector.
