WASH Field Officer - Sanitation Engineer - Zahle

Under the supervision of WaSH Field Supervisor, the WaSH Field Officer (WaSH FO) is responsible to implement, monitor WASH activities and follow them up with the partners and beneficiaries providing WASH technical experience.

S/he will ensure that activities and reporting are completed within the allocated time frame, and to the quality standards and implementation mechanism stipulated in the project proposal, logical framework and in accordance with the project work plan.

Objective 1: Design, implement and monitor wastewater treatment systems and sanitation improvement solutions in ITS (70 %)

  • Conduct field assessments working closely with community members, shawishes and landlords to evaluate the technical feasibility to implement wastewater treatment systems including the willingness of the community to support the implementation and functioning.
  • Produce assessment tools and reports on the feasibility of implementing wastewater treatment systems in ITS according to technical, environmental, economic and social aspects.
  • Design according to Water Sector and engineering standards primary, secondary and/or tertiary decentralized wastewater treatment solutions to implement in previously assessed ITS.
  • Ensure the development of accurate Bill of Quantities (BoQs) and detailed technical drawings for wastewater treatment systems.
  • Close monitoring of the implementation of the designed wastewater treatment solutions with contractors and with the community, ensuring that construction is done following engineering standards (including safety) and reporting any issues on the implementation to logistics and the MADAD HoP.
  • Preparing work competition and acceptance reports once works are completed, ensuring as built plans of the system and network are accurate as per works executed.
  • Developing IEC materials, trainings and O&M plans together with the MADAD HoP and the PHP HoP to ensure correct understanding by the community and adequate monitoring of the wastewater systems installed.
  • Training community members and WASH responsible organization on the adequate use of the system and O&M plans.
  • Close monitoring of systems installed during the initial phase including adequate installation of network and system, wastewater testing to ensure treatment efficiency, capacity building of community members and others as required.
  • Ensure timely completion of project activities according to the workplan, reporting challenges and/or foreseen delays to his/her line manager.
  • Communicate and coordinate with communities, municipality focal points, shawishes, landlords and other relevant field level actors on the daily implementation of tasks.

Objective 2: Field monitoring, reporting and data collection (30.%)

  • Following the weekly and monthly planning for the MADAD project, report back accurately on field level activities to the MADAD HoP and WASH PM, ensuring compliance and efficient use of resources.
  • Identify and report possible problems, conflicts, contextual changes or gaps in WASH needs to the MADAD HoP and WASH PM, proposing solutions where possible and pertinent
  • Data collection and assessments of needs or data required for advocacy or research, potential new areas of implementation and technical feasibility of sanitation projects.
  • Ensuring reports and monitoring tools for MADAD are duly filled and shared with the MADAD HoP and WASH PM.
  • Alongside the MEAL department, facilitate regular monitoring and evaluation activities for the field activities.

Objective 3: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 4: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
  • Promote gender equality within the humanitarian and/or development work

Training/ Education:

Engineering degree (civil, environmental, chemical, etc.) with expertise in wastewater.

Technical specific knowledge:

  • Good knowledge and understanding of the sanitation situation in Informal Tented Settlements (ITS) in Bekaa and regulatory framework in Lebanon for wastewater treatment.
  • Knowledge and capacity to design primary, secondary and tertiary processes for wastewater treatment with decentralized technologies.
  • Knowledge of unconventional sewage networks.
  • Technical implementation and managing relationship with contractors.

Previous experience:

  • Experience in the implementation of WASH engineering projects specifically sanitation and wastewater treatment;
  • Experience conducting assessments in ITS and working with communities at risk;
  • Experience in following up implementation of works with contractors ensuring technical engineering standards are met;
  • Significant experience in working in collaboration with local partners, government bodies, INGOs and donor agencies;
  • Basic knowledge on Hygiene and Health is a plus.

Personal requirements:

  • Good communication skills and facilitation with communities, organized, good team player, result oriented and professional humanitarian aid worker with experience in sanitation.

Languages:

Fluent Arabic, very good English (spoken, reading and writing).

IT and specific systems:

  • Windows domain, compulsory expertise in Excel.
  • Knowledge of AutoCAD mandatory.
