WASH Program Manager

The position has two main objectives:

First to monitor and oversee the implementation of all Water, Sanitation and Hygiene (wash) project, to analyse the WASH humanitarian context in the Bekaa and support ACF response strategy, to support the reporting of the projects and the identification and drafting of new proposals, to organize, follow up and support the project teams, ensuring that activities are met according to the contractual agreements and the quality standards of Action Against Hunger.

Second, to ensure best practices are capitalized upon and strong lessons learned from programming is developed, feeding into Action Against Hunger programming in an adapted and contextually relevant manner.

OBJECTIVES

In a context of both emergency and stabilization towards development you will be responsible for:

·         ensuring timely and quality implementation of WaSH projects in the Bekaa

·         ensuring timely procurement of goods and services for the programme and accurate, regularly updated, budget follow-up and forecast, in close coordination with the Logistics and Admin department.

·         Work closely with the MEAL department to provide quality analysis and synthesis of information

·         promoting the comprehension and support the implementation of WaSH strategy in the intervention area

·         Management of a team of around 30 employees (with deputies, supervisors and field officers)

·         Donors relation;

·         Preparation of concept notes and new proposals for new and existing donors;

·         Monthly activities progress report and Donors reports;

 

Specific information about the position:

·         Basic assistance post emergency project for Syrian refuges (around 45 000 refugees)

·         Designing and Construction of WaSH infrastructures benefiting both Syrian and Lebanese population

·         WaSH intervention in schools and health centers

·         Remote management in some conflictive areas;

·         Coordination with different stakeholders including Bekaa Water Establishment and Bekaa Water sector;

·         Lebanon mission encourage new approaches and innovative solutions and the implementation of pilots project.


QUALIFICATIONS

·         Bachelor’s degree in civil engineering, architecture, university degree in water, sanitation and hygiene

·         Expertise in Water, Waste-Water, Hygiene, and Engineering. Good context analysis skills, previous experience in similar position of at least 4 years and in the humanitarian field.

·         Excellent team management skills, good listener, high communication skills

·         English (compulsory working language, spoken, read and written); Arabic (useful).

·         The person should have the capacity to have a comprehensive vision and leadership skills to carry out an integrated intervention that involves new ways of working and cross-sectors.

·         Organization and planning. To be well organized and rigorous, team spirit and good communication qualities and spirit of initiative.

·         Excellent communication skills and ability to properly represent AAH externally

·        Ability of individual and team work

 

REMUNERATION PACKAGE

We offer immediate incorporation to a dynamic international network with the following remuneration package:

·         Based in: Zahle

·         Formal work contract: As soon as possible

·         Salary: from 1 500 € - 1 910 € gross per month according to candidate’s previous experience (and according to standard list of Action Against Hunger - Spain).

·         10% additional remuneration for position’s context and responsibilities (according the grading scale set by Action Against Hunger)

·         Perdiem and Living Allowance: 880 $ per month in addition to the salary

·         Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.

·         House and maintenance covered by the organization (including per diem): package estimated according to the destination.

·         Travel costs to and from the mission.

·         25 working days of paid leave per year.

·         Break: additional rest period, including travel cost to a reference area and economic help of 215€.

·         Health, repatriation, travel and life insurance covered by the organization.

·         No family status but extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of Action Against Hunger - Spain).
