Wash Project Manager (Zahle - Aarsal)

GENERAL RESPONSIBILITIES : In coordination and under the supervision of the ACF Zahle Head of Base and with the technical support and oversight from the WASH Expert, the Project Manager is responsible for the implementation of WASH Emergency interventions in Aarsal focused on providing humanitarian assistance to refugee families affected by the Syrian conflict.   The  PM will perform the following tasks: Lead the Aarsal WASH team with support from the WASH Expert, Provide technical advice and guidance to the project team to implement the activities according to international WASH standards, project cycle management tools and ACF WASH technical policy. Train newly recruited staff on technical aspects of the work, basic project cycle management and WASH interventions methodologies to guarantee the correct planning and implementation of the project as well as future projects. Deploy and monitor staff to achieve the project’s planned outcomes effectively and transparently Monitor activities and ensure the correct and timely implementation and achievement of proposed outcomes. With the support of the ACF Finance staff, monitor the project budget to ensure good budgetary control based on project spending plans With the support of the Security Manager and Head of Base (Zahle) manage the security of the Aarsal WASH project, staff, equipment and premises. Represent ACF Lebanon in WASH technical working groups and interact with donor on specific project related issues and general WASH activities planned by the agency. Contribute significantly to the design of future ACF WASH interventions in the country together with Mission Coordination Team. DETAILED OBJECTIVES AND TASKS : Objective 1 Technical advice and guidance on WASH projects Responsible for the implementation of emergency intervention in Aarsal, including latrine construction and rehabilitation, water supply through water trucking, water treatment at household level, hygiene promotion activities,  hygiene kit distribution and other sanitation activities, according to international standards and ACF WASH Policy Ensure that all the steps of the project are agreed with local authorities, partners and all other stakeholders Ensure adequate coordination of field team Objective 2: Project coordination Revise and coordinate work plans against project outcomes and results Provide adequate reporting to supervisors and donors when required Provide timely ad hoc information when required by supervisors and donors Objective 3: Monitor and manage the security of the project and sub-base Monitor all incoming security related information from all sources. With the Security Manager, assess the situation and respond according to the Aarsal security plans and SOPs Ensure all staff respect the security rules at all times Ensure the security at all times of the staff, premises, equipment and relations with all stakeholder, Objective 4: Team leadership and management Ensure effective daily deployment of all operational and support staff Ensure the quality and quantity of the staff’s activities in order to achieve all targets of the project Ensure all staff interact professionally and effectively with all stakeholders, specifically beneficiaries, local authorities and donors Objective 5: Participation to stakeholders’ coordination Ensure and maintain the working relationship with the local partner/local communities Participate in meetings with the relevant stakeholders concerning Shelter, Distribution and WASH Working groups Represent ACF in working groups, discussion fora and inter-agency WASH coordination meetings as required          Objective 6: Reporting and Learning Report monthly activities and prepare internal (APR) reports on the on-going project. Prepare all operational and narrative donor reports accurately and in a timely manner Provide relevant input to concept paper for future funding Capitalize all the project experiences and lessons learnt Objective  7 : Admin/Finance/Log (in coordination with Log/Admin) Contribute to the supervision and control of expenses related with the activities of the project (procurement planning) Ensure the application of the log/kit forms and procedures pertaining to the supply chain, procurement, transport/movement, Supervise specific project budget forecast and monitor budget follow up to ensure compliance with donor requirements and project plans Participate in the design of new budgets PROFILE REQUESTED : Dynamic, good team player, result oriented and professional humanitarian aid worker with experience of WASH interventions, project management, team leadership, and security management. We are looking for a problem solver, with a flexible mindset, the ability to deal with practical WASH interventions in an emergency refugee situation, able to propose solutions and to think strategically.  Key requirements include: Previous experience in the humanitarian field as a project manager or similar (at least 2 years); Technical knowledge in implementing WASH emergency interventions; Experience of working in insecure environments and security management Significant experience in working in collaboration with local partners, government bodies, INGOs and donor agencies; Excellent knowledge of project cycle management; Strong staff management and leadership skills; Ability to identify possible new activities and elaborate proposals for new projects, as well as the ability to report adequately to donors and headquarters.  Languages: English and Arabic (compulsory working languages, fluent spoken, read and written);
