Water Sanitation and Hygiene Field Officer

GENERAL OBJECTIVES

Under the supervision of WaSH Deputy, the WaSH Field Officer is responsible for the daily technical implementation, supervision, monitoring and reporting of the field activities, and for ensuring proper coordination with consultant, municipalities, South Lebanon Water Establishment, other authorities and related AAH departments. The position requires extensive field work and movement between several worksites.

Objective 1: Follow up day to day implementation of capacity building program at South Lebanon Water Establishment

Liaises with the WaSH Deputy to plan and implement water and sanitation activities in the field (capacity building).

Ensuring understanding of the needs of the communities on water and sanitation and coordinating with the local partners on best implementation;

Informing and documenting any anomaly and repairs needed in the water systems and the material necessary for the program activities.

Suggest new methods and approaches in order to improve the quality of water and sanitation activities in the field.

Works with and supervises partners, consultant, suppliers on soft aspects of the WaSH projects.

Participate in WaSH needs assessments.

Ensure that the projects activities are well coordinated with relevant governmental sides (local authorities) and non-governmental sides (INGOs and NGOs working in same operation area).

Preparation of weekly work plans according to the implementation plan.


Objective 2: Monitoring, coordination and communication

Prepare and submit all WaSH field reports to the WASH Deputy Program Manager.             

Monitor and report all WaSH activities in the field ensuring there is compliance with plans and Action Against Hunger standards.

Monitor water and sanitation facilities acceptance and beneficiary satisfaction in Coordination with Meal team

Responds to and records beneficiary WaSH technical feedback and complaints at field level.

Collect, organize and develop all data, files and documents.

 

Objective 3: Data collection and reporting

File, document and report work progress to his/her line manager on weekly basis

Regular reporting of work progress to the Deputy Program Manager.

Report possible problem or conflict during the activities.

Report the use of materials and possible improvement.

 

Objective 4: Security

Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.

Communicate to the security managers of the working location any security related information or noncompliance with the security plan

 

Objective 5: Support humanitarian activities of Action Against Hunger

Support the emergency interventions of the organization as per the employee’s abilities.

Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
 

KNOWLEDGE AND EXPERIENCE REQUIRED

Technical Diploma in environmental science, humanitarian action and/or any related field with at least 2 years’ experience (higher diploma may substitute experience )

Knowledge in WASH activities, water quality and water treatment is a must.

At least 1-2 years of experience in WASH project.

Proven experience in capacity building, WaSH soft activities or similar activities.

Experience in dealing with consultant, local authorities and suppliers is required.

Reporting capacity, organized and rigorous personality, availability/learning capacity

Ability to work in a team, interpersonal qualities and diplomacy, flexible with respect to job priority – Agrees with the principles and objectives of ACF.

Good knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country

Previous knowledge of Action Against Hunger policies, strategy and previous interventions in the country or meddle-East region as an asset

Working language in English written and speaking. Arabic.

Good command of MS Office, compulsory expertise in Excel.

REMUNERATION ACKAGE

We offer immediate incorporation to a dynamic international network with the following remuneration package:

Based in: Tyre

Area: WASH

Formal work contract: 12 months

Salary: from  1,830,000 LBP  to  2,180,000 LBP  gross per month according to candidate’s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.

LBP 8,000 daily transportation allowance on working days

Social security registration and NSSF family allowance if eligible
