Job Description and Requirements: Head of Programme, Policy and Campaign
Role Overview:
The Head of Programmes is responsible for managing the Programme teams across the region and providing support and oversight in the development and implementation of related programme frameworks and strategies to assist the ActionAid Regional Programme in achieving its objectives stated in the Arab Region Strategy Paper (ARSP). The Regional Head of Programmes is a member of the Senior Management Team and will work closely with other SMT members to ensure the quality, effectiveness and efficiency of programme delivery; and ensures compliance with all donor requirements in relation to reporting and providing evidence of impact. The post holder will oversee and facilitate the coordination and collaboration of the Arab Region Programme with relevant partners and stakeholders at the national and regional levels to enable and support joint working and advocacy and campaigning efforts. This role sits within the Senior Management Team (SMT) which provides strategic oversight and direction to the organisation.
Accountabilities / Responsibilities:
Organisational and Corporate Development
- As a member of the Senior Management Team (SMT), participate in regular SMT meetings and contribute to the overall development, implementation and review of the Arab Region Strategy 2018 -2022
- Maintain an awareness of programme and policy matters relevant to the SMT and ensure that relevant reports and information of interest are brought to the attention of SMT members.
- Maintain an effective working relationship with all other SMT members to ensure that there is effective coordination of all activities in support of organisational objectives
- Work closely with the SMT to ensure that all SMT decisions are uniformly implemented to ensure consistency and uniform responses.
- Represent ActionAid Arab Region office and provide inputs to ActionAid International programme related activities as and when required, including participation on task forces.
- Represent ActionAid Arab Region in external meetings and network to gather, share and learn from others
Programme Delivery and Quality
- Provide Line Management for programme cluster leads and ensure their individual capacity, knowledge and skills to deliver their assigned role and responsibilities;
- Oversee the direction, strategy and delivery frameworks of all ActionAid Arab Region programme areas;
- Ensure the mainstreaming of Actionaid’s core principles and priorities through all programming activities;
- Ensure that the programme implementation including with partners meets ActionAid International’s HRBA minimum standards and MEAL Framework principles;
- Work closely with the Resource Mobilisation/Communications and MEAL cluster to ensure robust M&E frameworks for all programme are in place and that as part of data collection, evidence of impact is documented and disseminated to relevant stakeholders
- Contribute to the development and implementation of M&E systems and processes across the programme
- Work closely with the Head of Resource Mobilisation to develop a comprehensive Programme Led Funding Plan (PLFP)
- Ensure that all programme clusters have comprehensive programme frameworks and campaigning and advocacy activities are incorporated in all programming frameworks;
- Coordinate and lead the Programmes team to identify funding gaps; in liaison with the Resource mobilisation team and support in the design of new project proposals
- Ensure timely relevant project reports submission to the Resource Mobilisation/Communications and MEAL cluster;
- Work closely across all functions to ensure clear mechanisms are in place to promote the smooth coordination between the Programmes team and other departments;
- Contribute towards the AA Arab Region communications strategy and actively promote and maintain the profile of ActionAid Arab Region programme priorities both internally and externally;
- Facilitate effective communication and support team building across the programme teams;
- Ensure Programme team leads are represented in relevant national and regional forums and are building relationships with relevant networks and government departments at the municipally national and regional level (as appropriate);
- Ensure the representation and profile of ActionAid Arab Region Programme in key technical working groups and networks at various levels;
- Build networks with government and relevant stakeholders to ensure the linkage from the local to the national and international level; and vice-versa;
Team Management
- Manage staff performance and provide regular feedback to staff, including interns and volunteers on their performance
- Conduct and document staff annual performance reviews as per the AAI guidelines
- Manage basic HR requirements in accordance with AA Arab Region HROD policies and procedures
- Identify training needs of relevant staff, including volunteers, and assist to create individual development plans.
- Monitor and evaluate continued professional development to ensure it responds to individual and organizational need
- Provide clear direction, guidance, one-to-one support, mentoring and coaching on a consistent basis as required
- Assist and support team to implement activities effectively
- Monitor time and task management to ensure staff work/life balance and staff retention
- Support accountability and communication across relevant departments
- With the SMT, ensure ActionAid Arab Region meets all of safety and security obligations to staff and relevant stakeholders

EDUCATION & CERTIFICATIONS
Master degree on development /Management/ Social science.
Essential Experience Knowledge and Skills
- At least 7 years’ experience in management/leadership and programme and/or policy related work
- Demonstrable and strong analytical skills
- A sound understanding of programme design, delivery and policy issues as they relate to the Arab Region and PCM
- Extensive experience of developing funding proposals, planning and reporting
- Demonstrate strong staff management and team building
- Strong presentation, networking and public speaking skills
- Experience in conducting and critically analysing research, policy and legal frameworks
- Strong communication/ interpersonal and coordination skills
- Experience of working with a Rights Based Approach
