ADRA Lebanon is seeking a highly motivated Planning Officer to join our Programs team. This position plays a pivotal role in the design and development of strategic interventions that respond to Lebanon’s complex humanitarian and development needs. The Planning Officer will work closely with host communities, government authorities, donors, NGOs, and the private sector to design effective and sustainable solutions.
The role requires strong communication, analytical, and writing skills, combining innovative approaches with proven practices to deliver impact. While the Planning Officer’s primary responsibility will be to support the design and growth of ADRA’s GROW project, they will also play a key role in identifying and securing additional funding opportunities, leading proposal development, and contributing to ADRA Lebanon’s broader strategic direction.
Key Responsibilities
Program Design and Development
- Lead the planning and design of the GROW project through assessments, frameworks, and planning tools.
- Facilitate the development of SMART objectives, logic models, DIP frameworks, and evaluation plans.
- Incorporate lessons learned from current and past vocational training projects.
- Represent ADRA Lebanon in internal and external networks, including NGOs, UN agencies, donors, government, and working groups.
Data Collection and Analysis
- Support and supervise field data collection, ensuring quality, timeliness, and adherence to guidelines.
- Train project staff in data collection and planning tools.
- Collaborate with the MEAL Officer to validate and analyze data, generate reports, and document lessons learned.
- Promote evidence-based decision-making and scale-up of best practices.
Reporting and Communication
- Prepare reports in line with donor requirements and logical frameworks.
- Analyze and visualize data to support planning and reporting.
- Respond to information requests and contribute to project assessments, surveys, and design reviews.
- Provide technical planning leadership to project staff in the design of systems and activities.
Organizational and Strategic Planning
- Collaborate with senior management to update ADRA Lebanon’s strategic objectives and plans.
- Conduct research and monitor industry trends to inform strategic decisions.
- Ensure alignment of project and organizational plans with ADRA’s mission, vision, and values.
- Proposal Development and Funding Opportunities
- Identify and pursue new funding opportunities in line with ADRA Lebanon’s priorities.
- Lead or support the writing of proposals and concept notes across sectors, not limited to GROW.
- Engage with donors and partners to build relationships and explore partnership opportunities.
Capacity Building and Recruitment
- Support the recruitment, interviewing, and training of project staff as needed.
- Contribute to building team capacity in planning, proposal development, and data-driven programming.
