About Adyan
Adyan, Foundation for diversity, solidarity and human dignity, works locally, regionally and internationally for pluralism, inclusive citizenship, community resilience, and spiritual solidarity, through homegrown solutions in Education, Media, Policymaking, and intercultural and interreligious relations. Adyan is registered in Lebanon as a non-profit and non-governmental organization (NGO), under registration number 1103 by a ministerial decree dated 18 September 2008. Adyan is also registered in the Kurdistan Region of Iraq (KRI) under registration number 5658 in 18 May 2022 (“Adyan Iraq”)
Background
Since 2015, Adyan has built an extensive archive filled with research, reports, and white papers on Iraq, and has a track record of successfully and safely carrying out research, convening focus groups and activities with local partners. Based on the experiences and on consultations with local partners and stakeholders, and based on a comprehensive strategy that was developed in 2021, Adyan decided to establish its offices in Iraq in 2022 to enhance its presence and develop further programs - building on what has been already achieved – that increase the concept of inclusive citizenship in Iraq.
Brief about the project
The Adyan Network of Inclusive Citizenship in Iraq (ANICI) is a project aiming at establishing Adyan’s presence in Iraq through a “Network” that will serve as an open, common, and safe space for all the people and institutions who are familiar with Adyan’s work, share its values, and are willing to cooperate with it and with each other to achieve one or more of the goals set in Adyan’s Iraq Strategy. The project consists of a set of activities such as regional and thematic meetings with members of the Network, policy round-tables, trainings for religious leaders on inclusive citizenship and capacity-building for other CSOs across all Iraq.
Consultancy Overview
As part of the capacity building for CSOs, Adyan Iraq’s office requests applications from Consultants (individuals or companies) with proven experience in needs assessment and capacity-building programs to complete one or both of the following tasks:
A. Needs Assessment for CSOs
a. Develop questionnaires (English & Arabic) and identify participants at the assessment
b. Draw detailed action plan (activities, timeline, participants, regions, task distribution, expected outputs, etc.).
c. Conduct needs assessment – physical or online - on CSOs in the following 4 governorates of Iraq (Baghdad, Erbil, Najaf & Nineveh) to determine gaps and areas of improvement in terms of governance, management and project implementation. At least 5 CSOs in each governorate should be included in the assessment.
d. Produce final assessment report (English) on CSOs’ needs including challenges and recommendations
B. Capacity-Building Program
a. Develop full capacity-building program (English & Arabic) for CSOs based on the needs’ assessment report and the recommendations, to be implemented by Adyan in 2023. The program should include:

B. Capacity-building program - November 2022 - USD 3,000
Payments for each of the tasks will be done according to the following conditions:
1. No additional expenses other than the mentioned sums will be paid by Adyan.
2. Payments will be done by cash
3. If relevant, 7.5% taxes for non-resident consultants will be deducted from the total amounts (mostly applicable for consultants that are not registered within the Lebanese Ministry of Finance)
Consultant Profile
The applying consultant(s) must:
• Be independent from Adyan, the donor (ACT Church of Sweden) and the ANICI project. • Be fluent in both Arabic and English. Having one or more team members fluent in Kurdish is a plus. • Have the multiple capacities and human resources needed to fully complete the tasks that he/she/they are applying for. • Have a proven track record in the fields of the tasks that he/she/they are applying for. • Be aware of the sensitivity of the Iraqi context
