Framework Agreement for Media, Communication, and Visibility Services Adyan Foundation

Terms of Reference (TOR)

 

1. Introduction

Adyan Foundation (or “Adyan”) is an independent organization operating locally, regionally, and internationally to build inclusive societies through a comprehensive approach integrating cultural, educational, social, and spiritual dimensions. Its work is carried out by specialized departments, a professional team, and a broad network of partners. Adyan fosters dialogue, promotes inclusive citizenship, and nurtures shared human values across diverse communities.

Key units include:

  • The Institute of Citizenship and Diversity Management: Academic arm focused on education, research, publications, consultancy, and policy reform related to Inclusive Citizenship, Freedom of Religion and Belief, and Education on Living Together.
  • The Rashad Center for Cultural Governance: Think-do-tank promoting diversity management, advocacy, and policy engagement
  • The Community Engagement Department: Mobilizes networks to promote diversity, solidarity, and human dignity through local and regional initiatives.

 

2. Projects Covered

The selected agency will support Adyan’s visibility efforts, including but not limited to the following projects/activities:

  • WRL II: Women, Religions & Human Rights in Lebanon
  • DEDE: Digital Empowerment for Democracy
  • Qudwa: Empowering Religious Leaders for Children’s and Women’s Rights
  • GenG: Generation G
  • Alwan & Alwan Junior: Civic Engagement and Intercultural Awareness
  • Tahawor: Good Governance and Parliamentarian Engagement
  • Youth Mock Parliament (YMP): Youth Leadership for Non-Sectarian Politics
  • FRSR II: Forum for Religious Social Responsibility
  • FIA: Faith in Action
  • FORB: Freedom of Religion and Belief Network
  • The Spiritual Solidarity Day
  • Adyan’s Gala Dinner

 

3. Objectives

This framework agreement aims to secure reliable, high-quality, and creative support for all media, communication, and visibility needs of Adyan all over Lebanon, over the period of 18 months.

5. Deliverables

  • High-quality, editable, and production-ready files.
  • Full alignment with Adyan branding and donor requirements.
  • Timely delivery as per agreed schedules.

 

6. Pricing

Applicants must submit a detailed unit cost breakdown (TVA included), valid for the entire 18-month period:

7. Eligibility Criteria

  • Relevant experience in media production, digital design, social media management, and event coverage
  • Proven portfolio demonstrating high-quality work
  • Capacity to deliver outputs on time and consistently
  • Competitive, transparent, and detailed costing
  • Experience working with civil society and NGOs
  • Established relationships with media journalists and PR professionals
  • Dedicated Account Manager available at Adyan’s office at least 3 days/week and reachable by phone at other times, coordinating directly with Adyan’s Communication Manager

 

8. Conflict of Interest

The Consultant/Contractor shall avoid any real or potential conflicts of interest, promptly disclose any such situations to Adyan, and act solely in the best interests of Adyan throughout the assignment.

 

9. Subcontracting

Subcontracting is not permitted under this assignment. However, experts may apply jointly with agencies or form a consortium with other qualified actors at the application stage.

 

10. Intellectual Property

All materials, reports, and outputs produced under this assignment are the sole property of Adyan, which retains full intellectual property rights over their use and distribution.

 

11. Product Approval

All deliverables and products must receive prior written approval from Adyan before final submission or public use. No deliverable shall be considered complete without Adyan’s explicit consent.

 

12. Application Requirements

Applicants must submit:

  • Company profile and relevant portfolio
  • Financial offer using the provided financial offer template/table, including detailed unit costs and TVA.
  • Technical proposal outlining the creative approach and capacity
  • Three client references from NGOs or UN agencies

Submission instructions:

- Financial offers must be submitted either:

  •   In a sealed envelope delivered to Mr. Bernard Merheb, 6th floor, Riverside Building, Adyan office, or
  •   By email to bernard@adyanfoundation.org with password protection

- The password must be sent separately to executive@adyanfoundation.org.

- The technical proposal and financial offer (password protected) must be sent to two separate email addresses.

- The email subject/title must exactly match the TOR title

- All other documents should be sent to bernard@adyanfoundation.org

 

13. Duration

This framework agreement is valid for 18 months from the signing date.

 

14. Submission Deadline

All proposals must be submitted by 5pm on Monday the 21th of July 2025.
