Terms of Reference (TOR) for Recruitment of Monitoring and Evaluation officer at ADYAN Foundation
Position Title: Monitoring and Evaluation Officer
Location: Lebanon
Reporting to: Program director
Technical support: External MEAL advisor
Duration: Full time (one year), renewable subject to availability of funds.
Salary range: 900- 1100, basic salary

Adyan is registered in Lebanon as a non-profit and nongovernmental organization (NGO), under registration number 1103 by a ministerial decree dated 18 September 2008.
Introduction: The Monitoring and Evaluation Officer will be responsible for supporting the design, implementation, and coordination of monitoring and evaluation activities at Adyan. The role emphasizes contributing to both qualitative and quantitative data collection and analysis, ensuring accurate and timely reporting, and assisting in the development of MEAL tools and processes.
In addition to its core programs, Adyan Foundation is actively engaged in long-term projects that promote coexistence, inclusive education, media advocacy, and community resilience. These efforts are complemented by emergency response initiatives in Lebanon, addressing emerging humanitarian needs in collaboration with various stakeholders. Through these initiatives, Adyan ensures that its mission of fostering diversity and human dignity reaches those most in need during times of crisis, promoting both resilience and recovery at the community level
Main Responsibilities:
Monitoring and Evaluation:
- Assist in the development and implementation of monitoring and evaluation (M&E) frameworks.
- Assist program managers and stakeholders in understanding MEAL requirement at project level.
- Provide M&E inputs during the proposal development process
- Contribute to the design and refinement of M&E tools and methodologies.
- Provide regular feedback to programs teams based on monitoring data to facilitate continuous improvement.
- Collaborate with the program team to review and enhance program methodologies and outcomes.
- Conduct field visits to monitor project implementation and verify data collection.
- Engage with beneficiaries and stakeholders to gather feedback and insights on program outcomes.
Data Collection, Analysis and Quality Assurance:
- Support the collection, analysis, and interpretation of both quantitative and qualitative data related to project outcomes.
- Assist in implementing quality assurance processes for program delivery.
- Ensure programs comply with donor requirements and internal standards.
- Assist in drafting reports on program performance for internal use and donor submissions.
- Support the preparation of MEAL reports by compiling data and providing insights on program outcomes.
- Support the digitization of MEAL and program tools using data collection systems.
- Ensure accurate and up-to-date documentation of M&E activities and results.
Coordination:
- Work closely with program managers, program teams, and external partners to support the implementation of M&E plans.
- Coordinate data collection efforts with different teams to ensure timely and consistent reporting.
- Provide regular updates to relevant stakeholders on program progress and M&E findings.
Capacity Building:
- Participate in capacity-building activities to enhance knowledge of M&E methodologies.
- Support the training of project staff on M&E tools, data collection techniques, and quality standards.
- Contribute to creating a learning culture by sharing M&E insights and lessons learned with program teams.
Reporting and Communication:
- Contribute to the preparation of M&E reports that highlight quantitative and qualitative findings.
- Assist in presenting M&E findings to internal teams and external stakeholders.
- Help prepare reports for donors, ensuring compliance with reporting requirements.
Learning and Adaptation:
- Assist in synthesizing M&E findings to facilitate a culture of learning within the organization.
- Support program teams in integrating lessons learned into project design and implementation.
Qualifications:
- BA or Master's degree in a relevant field (e.g., social sciences, international development, statistics).
- Proven experience in designing and implementing M&E frameworks in an NGO setting.
- 3-5 years of experience working with NGOs in similar role
- Strong expertise in both qualitative and quantitative research methods.
- Proficiency in data analysis tools/software such activity Info, Atlas.
- Excellent communication and presentation skills.
- Ability to work collaboratively with diverse stakeholders.
- Previous experience in capacity-building and training
- Fluent in both English and Arabic
