Administrative and Financial Officier

Project Description

The specific objective of the project is the implementation of conditions for the sustainability and financial equilibrium for water and sanitation operators in order to improve the quality of service provided to users through capacity building and specific studies. The program will be part of a process of changing the sectoral approach from the establishment of infrastructure to access to a sustainable service. The specific goal is split into three sub-goals:

  • Support the implementation of priority reforms of the water and sanitation sector and build capacity of Water Establishments (WE);
  • Support the maturation of infrastructure projects in line with the national water and wastewater strategy;
  • Strengthen institutional dialogue and sectoral coordination.

Job based in: Lebanon- Beirut

Activities :

MISSION A : Support the team in the sectoral dialogue and coordination as well as program coordination:

  • Support in organizing the various monitoring-evaluation meetings (monthly technical committee, quarterly steering committee)
  • Support in organizing sector coordination related events  (room reservation, logistics, workshops organization…)
  • Oversees the monitoring of the sector’s financing

MISSION B : Procurement and contract management

  • Support in the recruitment process  of the long-term TA
  • Collect previsions from the TA team, and condition them (Buying demand on Paraf©), refine them, follow up the validation process
  • Support in the implementation of a framework agreement with purchase orders
  • Use the framework agreement or the buying procedures to mobilize short-term experts, to purchase studies or services (communication, audit, evaluation, etc.) for about 30 contracts on four years :
    • Prepare calls for tender,
    • Prepare and validate Terms of Reference,
    • Prepare tender documents,
    • Launching of tenders in coordination with the headquarters office,
    • Evaluation of bids and contractualization in coordination with the AFD headquarters services and the program’s TA.;
  • Check compliance with  AFD’s procurement procedures;
  • Support in the  analysis of the audit reports and the program evaluation;
  • Preparation and update of the procurement and financing plans;
  • Follow-up of the TA team’s contracts (mixed contract : fixed fee + time spent fee).

MISSION C : Reporting and administrative and financial execution of the program : 

  • Prepare the annual financial reports to EU and internally for AFD;
  • Report to AFD’s project manager;
  • Support in communication around the project;
  • Administrative and accounts management for the project, pay the bills
  • Follow up of the purchases linked to the project’s implementation within the agency (1st level control on supporting documents sent with payment requests) ;
  • Monitoring the AFD project account at the bank;
  • Processing project disbursement documents (first level checks of supporting documents attached to payment requests, including  advancement funds);
  • Data entry on SIAM/iproc ©;
  • Analysis of action plans to check compliance with the project’s budgetary execution.

Job requirements and info:

Experience and qualifications:

  • Lebanese nationality or a valid Lebanese working permit;
  • Academic background in finance or management or accounting or public administration, bachelor level minimum;
  • At least 10 years of experience among which at least 5 in financial and administrative project management;
  • Experience in development programs with international donor. Experience in a EU financed project is a plus.

Required knowledge and capacities:

  • Organize and operate a quality control (entered data, supporting documents…), appreciate conformity to a rule, procedure;
  • Count operations and do first level verifications;
  • Elaborate and follow up budget execution;
  • Implementing, monitoring/claims payments ;
  • Implementing/control the application of legal and conventional obligations;
  • Manage  the purchasing procedures, from expression of requirements to notification;
  • Produce a document (reports, to do charts…) according to predetermined rules;
  • Good knowledge of the Lebanese public sector;
  • Proficient user of oral and written Arabic, French and English
  • Solid abilities in oral and written communication;
  • Proficient user of software’s and informatics (MS Office©) and accounting softwares.
