Monitoring And Evaluation Specialist

1. Background The coastal area of Akkar, "Sahel", home to various religious groups as host communities, and home to many informal tented settlements, along with an unknown number of unregistered refugees, remains a poverty pocket within Akkar. Great needs are being overlooked and few opportunities are given to the communities in question. In addition to the above, this area has been the subject of relocation of many informal settlements as requested by the Lebanese Armed Forces, which created additional needs. Akkar Network for Development (AND) shall be implementing the project "Activists Serving Communities" that aims at working on three main pillars: Providing 40 Women candidates with Two Vocational Training Cycles along with awareness sessions on GBV, Women Rights, Domestic Violence Law.... Creation of one joint committee of 20 members composed of Lebanese, Syrian and municipal/elected officials, to identify the needs of the communities and propose solutions ( both short term and long term). Implementation of one common project or several community service initiatives 2.Objective/Purpose of the assignment The Monitoring and Evaluation (M&E) Specialist will serve as the main focal person for all monitoring and evaluation related activities for the "Activists serving communities" project. S/he will assist and report to the Project Manager. M&E specialist shall be in charge of monitoring and evaluating the progress of the trainees. 3.Scope of Work: The M&E specialist will work along with the the Project Officer under the supervision and guidance of the Project Manager for the attainment of project’s goal. 4. Duties and Responsibilities of M&E specialist: The M&E specialist will be responsible of the following tasks: Provide technical feedback support to AND on the project Be responsible for designing and implementing the M&E tools related to the project. Participate in evaluation and assessment. Ensure quality control of M&E outputs (e.g. questionnaire, survey etc,), including by contributing substantively to the design and field-testing of the monitoring methodology. Assist the design and implementation of the survey, participatory data collection methods, data verification techniques and other technical evaluation and analytical tasks conducted under the project. Ensure mentoring and training of project team to foster capacity in building on M&E knowledge. Accomplish other tasks related to preparing, monitoring, evaluating and MIS as per the need of project assigned by Project Manager. 5. Competencies: The M&E Specialist should demonstrate experience in monitoring and evaluation of development project activities. Strong communication and facilitation skills and ability to establish good working relationships with colleagues and stakeholders in a sensitive environment. S/he must be able to respond quickly for requests for information. S/he should demonstrate strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision. Excellent data analytical skills and interpretation. S/he must have the ability to write clearly and concisely, and have sound quantitative skills (managing, analyzing and interpreting data). Experience on planning, monitoring and evaluation of community-based projects and having good computer knowledge on database software like MS Excel and SPSS. 6. Required Qualifications: Undergraduate degree/advanced diploma in social sciences, humanities, quantitative/qualitative research methods, or related field. Good knowledge of local context and community in the region of Akkar, Lebanon. Languages: Fluency (native speaker) in written and spoken Arabic, good working knowledge of written and spoken English. IT skills, particularly Microsoft Office suite (Excel experience required). Excellent interpersonal/communication skills and strong team spirit. Self-motivated and organized with a demonstrated capacity to manage time and personal work plan.
