Monitoring System Designer

Akkar Network for Development (AND) has been working in Akkar for the last 4 years with women, youth and local authorities to promote the well-being of the community. In addition to other interventions in the area, AND is currently working on a couple of protection initiatives aiming to reduce violence against women and children, along with women and youth empowerment. In partnership with UNICEF, AND is operating a hotline to better follow up and advise on protection cases. A monitoring system will be designed as an online tool to facilitate and enhance the live support of AND. AND requires the monitoring system to allow for the automatic registration of the phone calls by date, time along with any other information given via the phone call. Based on the data collected from field workers and the registered calls, the person in charge is required to export monitoring reports based on specific filter (s). The monitoring system should include the below points: -          Online Hosting using a domain name given by AND. -          High security protection for data and database. -          User privilege: user access right will be limited based on roles given by the admin. -          Multiuser access. -          Import collected data as xml or xls files. -          Live data support(ex: when call center receive a phone call, the contact information related to the number calling should be automatically displayed on the operator’s screen with auto-registration of the call info, with the possibility of searching the client by phone number or by any other criteria ). -          Report: user can export predesigned reports based on selected filter (date, time, location….). -          Data backup. -          Usage of https protocol to highly protect client server data exchange.    Areas of Responsibility: skills building The M& E system developer is required to provide a three days training to the M&E officer, along with monthly technical support Deliverables The provider of services should be responsible for the following deliverables.
