In partnership with UNICEF, AND is operating safe spaces in Akkar (static and mobile) for women and adolescent girls. These spaces provide holistic services focusing on psychosocial support, violence prevention, livelihoods strengthening and social cohesion to diverse vulnerable populations Syrian and Lebanese, including women and girls, and survivors of Sexual and Gender Based Violence (SGBV), torture and trauma.
Role profile:
The Program Officer will support the smooth running of the Protection program team by liaising with all managerial staff and supporting their finance and procurement requests and plans. The position is critical to ensure smooth communication between departments, and timely completion of program activities and administrative requirements related to all aspects of program implementation.
The below Key Performance Areas include but are not limited to:
- Prioritizing where necessary.
- Coordinate overall planning and implementation of all projects with the support of projects’ management team.
- Plan and execute the implementation of an integrated approach throughout AND’s interventions in general and more specifically AND’s protection projects.
- Ensure compliance with AND’s policies namely PSEA, CSG and GBV core concepts.
- Assure continual programmatic improvement by developing/analyzing lessons learned with the M&E team, disseminating and ensuring that lessons learned and new ideas are incorporated appropriately throughout project lifecycles
- Contribute to ongoing team discussions on substantive issues that will lead to the success and impact of projects
- Ensure that all donor reporting requirements are met in a timely and high-quality manner, including quarterly, annual and final reports as well as annual implementation plans and related required approvals
- Assist in donor approval of changes in project objectives, activities and budgets, as needed
- Represent AND at project milestone events as needed
- As needed, consult with Quality Assurance staff on programming initiatives and improved project management methodologies and approaches
- In consultation with the M&E team, ensure on-going monitoring and evaluation of project through rigorous application of performance monitoring and evaluation plans contained in approved proposals
Staff supervision and teamwork support
- Participate actively in efforts to identify and address capacity building and mentoring needs.
- Support in orientation /training of project team as needed.
- Actively participate in ongoing staff professional development and capacity building needs.
Program Development & Overall Management
- Support project staff in the development of new program ideas and proposals.
- Participate in AND/Lebanon fundraising strategy implementation, including establishing and maintaining relations with donors
- Assist with developing appropriate promotional and representational materials.
- Participate actively in AND/Lebanon Senior Management Team
- Represent AND to various donors and external audiences.
- In conjunction with the program director, seek, establish and maintain external relationships that will be beneficial to AND
- Other duties as assigned by the program director within the scope of general responsibilities.
- Frequent contact with AND’s project managers; Finance Manager; Quality Assurance staff; Program Director and resource staff as appropriate.
Job Requirements:
- Degree Level, Graduate degree in international relations, international development, public administration, law, social sciences or related field
- 2 years’ experience in similar positions.
Skills:
- Demonstrated direct project management and supervisory skills
- Excellent communication skills; excellent writing skills, especially as regards proposals
- Strong knowledge of public donor regulations and policies
- Strong cross-cultural skills
- Demonstrated capacity in establishing and maintaining strong working and representational relationships with donors, government officials, international NGOs, local organizations, communities and other stakeholders
- Demonstrated success in leading teams that develop winning proposals in response to competitive solicitations and to write reports that meet donor requirements
- Budgeting and financial management experience
- Ability to multi-task and meet deadlines
- Proficiency in computer applications (MS Word, Excel)
- Fluency in English (verbal and written) required; professional proficiency in French highly desirable
