Project Manager

In partnership with UNICEF, AND is currently implementing a Covid 19 prevention and response initiative where it will help raise awareness about C-19, the preventive needed measures and adequate response through unions’ crisis cells and with the central crisis cell at the governorate level to enable communities and unions of municipalities efficiently plan and implement preventive and response measures in case of COVID-19 health emergency.

Areas of Responsibility: Project management 

General objective of the job

The Project Manager oversees the programmatic and operational implementation of the project and is responsible for the achievement of its objectives in a timely fashion and within budget.  The project manager is expected to plan, designate project resources, prepare budgets, monitor progress, and keep stakeholders informed the entire way.

Position in the organization

The Project Manager is part of the Program Department reporting to the Program Director.

S/he manages a team of Field Officers, community mobilizer (s) and/or outreach workers, S/he collaborates closely with the Program Director and other project managers, in addition to the Operations Department, particularly Finance.

Key roles and responsibilities:

  • Activity and resource planning
  • Organizing and motivating a project team: monitor staff working hours, complete performance reviews on staff, ensure respect of AND code of conduct.
  • Supports the team to implemented projects in accordance with the proposed activities in the project plan
  • Manage liaisons with the other NGOs and stakeholders involved in the project
  • Manage liaisons with donor, local concerned authorities, private sector, civil society associations and other counterparts whenever required
  • Ensures that the UNICEF principles are integrated into all project activities
  • Ensures the use of the UNICEF tools and formats for planning and monitoring, unless it is agreed that other tools and formats will be used, in close collaboration with the Program Manager and Program Development team
  • Create a strong collaboration with RCCE partners, while ensuring integration of current intervention with any potential change in the strategy.
  • Monitoring and evaluation; oversee and ensure achievements of target according to AND & donor requirements
  • Actively participate in field working groups and/or all sectoral/ area-based meetings/fora
  • Contribute to the drafting of new project proposals in coordination with the management and field teams.
  • Ensure respect of PSEA & CPSP guidelines in all AND’s interventions
  • Ensure streamlining prevention of GBV in all AND’s interventions
  • Provide active participation (when needed) to project proposals, donors missions, assessments….
  • Manages, supports, coaches and builds competency of staff
  • Ensures that internal and external (donor) reports are submitted on time and are of high quality
  • Controls the budget and ensures proper expenditure of each budget line, in coordination with the finance department.

Knowledge, Experience and skills

  • University-advanced degree in Social Sciences, political Sciences and related fields
  • At least 3 years of experience in managing and coordinating programs
  • Proven experience in working in consortium
  • Good communication and diplomatic skills, and demonstrated experience in networking and building effective partnerships
  • Capacity to work independently, strong strategic and creative thinking
  • Ability to make effective decisions under pressure
  • Very flexible, result-oriented and with a positive attitude
  • Good team player, proactive and problem-solver
  • Honest, trustworthy and respectful
  • With cultural awareness and sensitivity to needs of vulnerable populations
  • Previous experience working with children/refuges/vulnerable populations
  • Previous experience with community-based programming preferred.
  • Knowledge and experience with monitoring systems;
  • Demonstrated financial management skills;
  • Attention to detail with strong follow up;
  • Proficient in Microsoft Office - word processing, spread sheets, etc.
  • Fluency in English & Arabic

Reporting

The project manager shall report to the Program Director.
