Finance Officer

Key Responsibilities

1. Financial Management & Compliance

  • Ensure daily financial operations comply with Akkarouna policies, procedures, and accounting standards.
  • Maintain full compliance with donor requirements, national regulations, and audit standards.
  • Apply internal control mechanisms, including segregation of duties and verification procedures.
  • Ensure all financial transactions are properly authorized, recorded, and documented.

 

2. Cash & Bank Management

  • Act as focal point for all banking activities, including account management and issue resolution in coordination with the FM and Program Manager
  • Perform regular bank reconciliations and ensure alignment with accounting records and monitored and approved by the FM and Program Manager
  • Monitor cash flow and ensure adequate liquidity through timely transfers between accounts.
  • Monitor petty cash, including disbursement, reconciliation, and documentation.

 

3. Advances & Reconciliation

  • Manage and reconcile partner advances in coordination with Project Coordinators In coordination with Partners’ Finance focal point and as per the grant agreement
  • Monitor staff advances, ensuring timely tracking and clearance
  • Ensure all advances are supported with complete documentation and reconciled within deadlines.

 

4. Payments & Payroll

  • Process payments for consultants, suppliers, and service providers in a timely and accurate manner.
  • Verify all payment requests, vouchers, and supporting documents prior to disbursement
  • Verify all timesheets, attendance sheets, and payroll calculation prior to the payments process.
  • Prepare and execute monthly payroll transfers based on approved payroll lists and attendance records.
  • Ensure compliance with authorization and approval procedures for all payments.

 

5. Financial Reporting

  • Prepare internal and donor Monthly Financial Report (MFR) accurately and on time.
  • Support budget monitoring and provide financial updates to management.
  • Contribute to donor financial reports and internal financial analysis.

 

6. Documentation & Filing

  • Ensure all financial transactions are supported by complete documentation (purchase requests, quotations, approvals, invoices, contracts, etc.).
  • Ensure that all the supporting documents related to all types of expenditures are well archived as hard and soft copies as per the Financial Management Policies and SOPs
  • Verify completeness and compliance of documentation prior to processing payments.

 

7. Audit & Accountability

  • Support internal and external audits by preparing required documentation and responding to audit queries.  
  • Ensure timely submission of financial records and follow-up on audit recommendations.
  • Promote transparency and accountability in all financial operations.

 

8. Coordination & Collaboration

  • Work closely with the procurement department and project manages to ensure proper planning and follow up on the implementation and execution of the payments according to the forecast and agreed timeline according to the forecast planned and monthly updated
  • Provide training and capacity building to non-finance staff and finance staff
  • Support alignment between program implementation and financial management processes.

 

9. Risk Management & International Standards

  • Identify financial risks and support mitigation measures.
  • Ensure adherence to anti-fraud, anti-corruption, and ethical financial practices.
  • Support budget control, variance analysis, and financial planning.
  • Contribute to strengthening financial systems and data accuracy.

 

10. Additional Duties

  • Perform other duties as assigned by the Finance Manager or Program Director.

 

Qualifications & Requirements

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
  • Minimum 3-5 years of relevant experience in finance, preferably within NGOs, INGOs, or donor-funded project.  
  • Strong knowledge of financial procedures, accounting principles, and donor compliance requirements.
  • Experience with financial reporting, budgeting, and reconciliation processes.
  • Proficiency in Microsoft Excel and accounting software.
  • ERP System experience is a plus
  • Familiarity with audit processes and financial controls is an asset.
  • Fluency in English and Arabic (written and spoken).
