Shelter Engineer

PURPOSE OF POSITION:
To coordinate the operation, implementation, and monitoring of the shelter/WASH Infrastructure interventions within akkarouna Water, Sanitation, shelter and Hygiene program in the north lebanon.


MAJOR RESPONSIBILITIES:


I - Implementation Coordinate the implementation of the project’s infrastructure related activitiesConduct technical assessments and data analysis Develop and continually update Detailed Implementation Plans (DIPs) for the delivery of project WASH/shelter infrastructure.Provide overall follow up and supervision of the engineering works related to the projectInspect all WASH and shelter Infrastructure and provide certification reportsProvide technical expertise related to the planned infrastructure works carried out by the projectMonitor expenditures, budgets, and track activity expenses; ensure that appropriate action is taken in a timely fashionI- DesignDefine the reference standards to be adopted in the planned WASH/shelter infrastructureDevelop Bills of Quantities (BoQs), and tender documentsPrepare and launch tender bidding procedure for construction contractor(s)Design or supervise the design of systems, processes, or equipment for control, management, or remediation of water, air, or soil quality and any other activity ,Develop, implement, or manage plans or programs related to conservation or management of natural resources.


II – Capacity BuildingDevelop clear infrastructure monitoring tools (e.g. checklists).Conduct trainings for project staff and ‘Community shelter Focal Points’ on WASH/shelter infrastructure monitoring, operations, and maintenance.IV - Information Management/Reporting:Report the daily progress of works to the project managerEnsure that all WASH/shelter infrastructure data is well managed and provides an accurate representation of the reality on the ground.Validate the accuracy of the data, and the quality of the WASH/shelter Infrastructure interventions.Submit regular reports related to the project’s WASH/shelter infrastructure to the Project Manager.


V- CoordinationLiaise between the project’s stakeholders and beneficiariesActively coordinate with key stakeholders (e.g. NGOs, universities, UN agencies, government)


VI- Perform other duties as requiredSecurity management responsibilities:Responsible of the day-to-day security managementAbide by the security procedures and policies and report any breachesParticipate in personal safety training as requiredHEA responsibilities:Be aware of emergency procedures in a response,Other duties:Attend and participate in capacity building trainings locally and internationally, if any Perform other relevant tasks as assigned


KNOWLEDGE, SKILLS AND ABILITIES:


Bachelor Degree or Post graduate Diploma in Civil or Mechanical Engineering Strong English and Arabic communication skills (oral and written)Ability to travel across the country regularly for training, assessment, regular monitoring and evaluationA high level of diplomacy and networking skills is requiredStrong capacity building and facilitation skillsCross-cultural sensitivity, flexible worldview, emotional maturity and physical staminaAbility to work without supervisionAbility to work in and contribute to team building environmentAbility to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resourcesAbility to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office)Ability to use AutoCad and ArcGIS.Experience in managing infrastructure works, and in coordinating activities with partners and facilitating capacity buildingExperience in NGOs, preferably in implementing programs in any field related to water or sanitation: involving assessments, design, planning, implementation, budgeting, reporting, and evaluation and monitoring2-3 years experience in an infrastructure project (tender procedure, design, planning, implementation, budgeting, reporting, evaluation and monitoring)Experience in solid waste management projects70% Field work; 30% Office
