Field Officer - Engaging Communities In Tackling Security Challenges

Project: Engaging communities in tackling security challenges The deteriorating security situation since the start of the Syrian crisis was accelerated by the last events in Arsal when the Lebanese Army was involved in a direct confrontation with members of terrorist organizations and where the Army suffered heavy causalities and many soldiers remain abducted. As a result, the pre-existing tensions are heightening and the protection of Syrian refugees is more at risk than ever. This situation raises huge challenges to civil society organizations and the Lebanese government and has a very negative impact on the human rights situation in the country. The human rights narrative is not well received among the Lebanese community and is considered a tool that is exploited by the Syrian refugees to benefit more than the host communities. Therefore, ALEF considers that a right based approach to the Syrian refugee crisis is key to preventing further polarization and laying the ground for solutions. Furthermore, ALEF considers that this crisis should not be limited to a technical debate/discussion among key experts in this domain: rather serious work should focus on changing the perceptions of the Lebanese community towards the Syrian refugees’ role in the worsening security situation and on involving the refugees in finding a common ground as well as a right based solutions to the problem.
