Background of the Project
In light of the unprecedent crises that have impacted the country in the past year, this project was designed on the basis of emerging as well as existing needs of the population in Oxfam’s area of intervention in North Bekaa. The project was developed in line with the revision of the current Lebanon Crisis Response Plan (LCRP). The revised LCRP, in addition to deepening focus on existing pillars, will be looking at new or adapted areas that have heavily influenced design to ensure alignment as well as response to a changing and volatile context. The additional specific areas Oxfam and partners are looking at engaging on are informed by the LCRP’s addition of malnutrition, social tensions and socio-economic vulnerabilities including the worsening of vulnerabilities, the emergence of fake news hindering access to fact-based information, localization and meaningful engagement.
ALEF and Oxfam have been co-leading the network of national actors under an RDPP (and previously 1%)-funded project since 2016. Under this action, ALEF will lead on the local policy component bringing together the project partners into a collaborative structure to advocate and lobby decision makers as well as develop joint policy products with Oxfam, NABAD, CLDH and KAFA.
Scope of Work
The consultant will be responsible for the following:
- Conduct research on the treatment of asylum seekers (departing from Lebanon) by border authorities in the Middle East and Europe;
- The consultant will submit regular updates to the Project Coordinator and Programmes Manager, and submit rough drafts for their review;
- The consultant will also conduct some interviews with affected persons and NGOs that work with asylum seekers;
- Together with the PASC Project Coordinator, the Consultant will draft a research paper outlining the findings of this research and providing policy and human rights recommendations to authorities and stakeholders.
Qualifications:
- Advanced university degree in Public Relations, Political Science, International Affairs, Humanitarian Affairs, Legal and/or related field experience
- Minimum of 5 years of professional experience in carrying out high level analytical work and project evaluations
- Proven evaluation, research, and analytical skills
- Proven experience in working on similar or relevant local human rights projects in Lebanon
- Experience and knowledge in the field of human rights promotion, conflict prevention and peace building, pluralism and citizenship, and support to human rights projects with focus on capacity-building
- Excellent English communication skills, with focus on written and presentational capacities
