1. Background:
The National Commission for the Missing and Forcibly Disappeared (NCMFD), established under Law 105/2018, is mandated to investigate cases of missing and forcibly disappeared persons, establish and manage a centralized database, and contribute to the identification of mass graves and human remains through forensic and scientific methods.
The Commission’s mission is fundamentally humanitarian. It seeks to clarify the fate and whereabouts of missing and forcibly disappeared persons, ensure the dignified treatment of human remains, and provide answers and recognition to families.
In fulfilling this mandate, the Commission is responsible for collecting, safeguarding, and managing sensitive personal, historical, and forensic data related to missing persons cases. This responsibility requires ensuring data protection, confidentiality, and respect for the rights and dignity of victims and families. The establishment of a secure and coherent Data and Information Management System (DIMS) is therefore central to enabling the Commission to carry out its legal and humanitarian responsibilities effectively, transparently, and in line with international standards.
As the Commission prepares to receive, consolidate, and operationalize sensitive data collected by national and international stakeholders, the Data Operator will play a key role in supporting the daily operation, integrity, and accuracy of the DIMS.
2. Scope of Work and Responsibilities:
The Data Operator will perform the following functions:
I. Data Entry, Verification, and Quality Assurance
- Enter, review, and validate personal, contextual, and forensic data in the DIMS with a high level of accuracy.
- Conduct routine quality checks to identify incomplete, inconsistent, or duplicate records.
- Support the correction and completion of data entries in accordance with established SOPs.
- Format, code, and apply appropriate metadata to digital and scanned documents.
- Maintain accurate logs of data processing activities in line with the Commission’s policies.
- Handle all personal and sensitive data in strict compliance with the NCMFD Book of Regulations, including confidentiality and data protection requirements.
II. Data Migration and Technical Data Support
- Assist in the mapping and migration of legacy data from platforms such as the ICRC’s RESOLVE system to ICMP’s iDMS.
- Provide basic technical support for data workflows, including routine checks on data integrity and user access.
- Coordinate with designated technical focal points, including external technical partners and contracted service providers, on matters related to system access, secure storage, backups, and basic troubleshooting.
- Support the testing of new data workflows, tools, and system functionalities.
III. Documentation, Filing, and Record Management
- Organize, scan, digitize, and classify physical and electronic records in accordance with the Commission’s filing protocols.
- Maintain proper documentation of data received from partners and ensure chain of custody procedures when required.
- Assist in maintaining the Personal Data Record and other record-keeping obligations required under NCMFD’s Book of Regulations
IV. Coordination, Reporting, and Team Support
- Support the preparation of datasets and inputs for internal reports, coordination meetings, and technical working groups.
- Respond to internal requests for data retrieval and verification.
- Participate in internal capacity-building and knowledge-sharing activities within the Data Unit.
- Contribute to the continuous improvement of SOPs, workflows, and data management practices.
3. Requirements and Qualifications:
Education
Bachelor’s degree in Information Management, Data Science, Computer Science, Information Systems, or a related field.
Professional Experience
Minimum of four (4) years of relevant professional experience in database management, data entry, or information management, preferably in humanitarian, human rights, forensic, or public sector settings.
Additional Assets
- Strong familiarity with database platforms, Microsoft Excel, and data-cleaning tools.
- Demonstrated attention to detail and accuracy, particularly when handling sensitive information.
- Ability to work with large datasets and structured information systems.
- Basic understanding of data protection principles and secure information handling.
- Ability to work discreetly and maintain strict confidentiality.
- Fluency in Arabic and English is required; knowledge of French is an asset.
