Monitoring & Evaluation Database Specialist (Full time position)
The Monitoring & Evaluation Specialist will be of Lebanese nationality. S/he will report to the Project Director and have strong capacities in analyzing data, monitoring the performance of the project, and reporting.
General Description
The M&E Database Specialist develops monitoring and evaluation strategies, procedures and tools, and leads the effort in measuring and documenting progress, effectiveness, and impact for donor reporting requirements, for use in new project design, and in articulating program models. The M&E Specialist will have experience in the evaluation sector and in the field of international development, and will be knowledgeable of results frameworks, performance monitoring plans, and common indicators as applied to USAID training projects.
Specific Responsibilities
develop and/or maintain the monitoring and evaluation plan for the program, indicators, data collection methodologies, tools and reporting protocol; conduct in-house staff training.
Establish project monitoring systems, including overall design, instrumentation, data collection/aggregation, and analysis. Oversee the quality and processing of data collection where required. As needed, work with/train project staff on monitoring systems and activities.
Review, improve upon and disseminate general project reporting guidelines, for all project reports.
In collaboration with appropriate project staff, review project reports (be they monthly, quarterly, or annual, performance monitoring plan reporting, work plan development, etc.) for quality and to ensure that reports and other project documents capture progress, effectiveness, and impact; ensure that results of report reviews are constructively fed back to project teams.
Develop internal databases, and/or add to existing knowledge management systems in order to fully track and capture project successes, results and/or challenges.
Ensure compliance with program standards expected/required by external oversight agencies.
Develop overall strategy for program evaluation strategies and systems.
Lead teams for internal or donor-required evaluation.
Deliver training on project planning and implementation.
Identify lessons learned, knowledge, and otherwise relevant information and proactively share these with Project Manager.
Required Qualifications
University degree
3 to 5 years relevant experience in field of M&E.
Demonstrated experience in monitoring and evaluation design, applied research, indicator development; strong analytical skills; understanding of donor requirements and expectations, particularly the USG is preferable. Excellent oral and written English communication.
Excellent inter-personal, inter-cultural and teamwork skills, as well as sound judgment and strong initiative, as needed to work independently. Ability to mentor and provide training.
Good computer skills essential, including Word, Excel, Access, project and database management, statistical packages.
