We are seeking an experienced Team of consultants with a strong background in international development and humanitarian programming.
The team leader must possess documented extensive experience on similar evaluations of civil society projects in the fields of education and psychosocial support for Syrian refugees populations in Lebanon.
Proven experience applying OECD-DAC evaluation criteria and delivering practical, actionable recommendations.
Strong familiarity with the Lebanese context and broader regional dynamics affecting child-centered interventions.
Sound knowledge of social research methodologies and data collection tools.
Expertise in conducting stakeholder interviews and focus groups.
Be able to communicate effectively in spoken Arabic (minimum: B2 level).
Have excellent writing skills in English.

How to Apply
The evaluation team will consist of at least two consultants (individuals, company, or NGO)
A detailed technical proposal outlining their understanding of the assignment, proposed approach, methodology and plan for implementation (including timeline), team structure, roles and responsibilities.
List of the most relevant previous evaluation projects completed, including a description of the projects and role in these consultations. If possible, also provide sample evaluations
A financial proposal with a detailed budget breakdown.
For a company provides the Establishment contract, for NGO provides Public Benefit Decree or Notice and Acknowledgement, for a professional individual and sole proprietorship provides a signed written statement of the activity of the individual or sole proprietorship.
For a company Provides information on is structure (Name of directors of the company / partners /shareholders), for NGO provide information about the Names of board members and main directors, for a professional individual provides an identity Card of the owner.
A list of personnel involved in the assignment/consultancy, including their names, positions, relevant experience, and detailed CVs highlighting relevant experience.
