1.2 Intervention summary
The project “Health & Protection, Vectors of Social Cohesion” is implemented by Amel Association International (Amel), in partnership with Samusocial International (SSI) and International Alert (Alert). This action is funded by the Agence Francaise de Developpement (AFD).
The project aims at strengthening the resilience of health and protection services and facilities, accessed by the most vulnerable populations, affected by the Syrian crisis, including refugees and host communities.
The project’s activities include:
- Medical & social services / counselling in Primary Health Care Centers and Mobile Medical Units;
- Awareness Raising (sessions, events, etc.) with community members on health, protection and social cohesion;
- Networking with health and protection public and non-governmental agencies;
- Capacity building on conflict sensitivity, first aid, health, protection, etc.
- Protection support for persons living in situations of street.
The project is implemented through community centers and mobile units in the regions of Beirut, Mount Lebanon, South Lebanon and Bekaa.
- Purpose and overview of Objectives
This external evaluation is an assessment of outcomes achieved through the implementation of the Health & Protection, Vectors of Social Cohesion activities that started in January 2018 and ended in December 2019. The evaluation ‘s purpose is to collect evidences and data in order to assess the impact of the project and extract lessons to inform future programming for the different partners as well as other partners working in related sectors. It aims to assess the level of achievements in the activities of the project and to verify to which extent the project’s activities contributed to improving the health / protection wellbeing of the targeted beneficiaries and how it impacted the social cohesion, in the project’s catchment areas and it will derive lessons learned that will be used to set recommendations. It aims at measuring the pace and quality of implementation, variances, and the reached outcomes.
- Audience
The audience who will be directly benefiting from this evaluation is Amel Association International, International Alert, Samusocial International and the Agence Française de Développement. A summary of the evaluation could be shared with external stakeholders.
Developing an overall End Term Evaluation methodology: The consultant will review secondary documents and develop the ETE methodology. The consultant is expected to share and discuss the methodology with Amel and the partners.
- Methods
The evaluation will be done according to the OECD/DAC criteria: relevance, effectiveness, efficiency, impact and sustainability, and through desk research, meetings, and interviews with relevant groups and individuals.

5.1 Contact
The consultant will work closely with Amel’s Health and Protection Project Coordinators, in addition to the Program Coordinator. Partners will be also working closely with the consultant.
5.2 Location
Community centers and mobile units operated by Amel and its partners in the regions of Bekaa (West, Central, North), South Lebanon, Beirut and Mount Lebanon.
5.3 Deliverables

5.5 Logistic support
The consultant will be responsible for the logistical planning for the meetings, interviews and field visits.
- The consultant
The consultant will work closely with Amel Association staff in Beirut. The consultant’s support shall ensure an effective data collection and data analysis using a dynamic and a participative approach with stakeholders and beneficiaries for a clearer reflection on the different levels of the project’s results. He/She will be required to travel to Mount Lebanon, South of Lebanon and the Bekaa for observation and data collection purposes.
- Roles and responsibilities of the consultant
- Develop an overall End Term Evaluation methodology: The consultant will review secondary documents and develop the ETE methodology. He/She is excepted to share and discuss the methodology with Amel.
- Develop Research tools; interviews/ Focused Group Discussions guidelines and survey questions: The consultant will develop, test and finalize the tools. He/She is expected to discuss the draft tools with Amel and finalize the tools after the testing.
- Lead on data collection: through questionnaires, conduct key informant interviews and focus group discussions and fill out surveys with relevant stakeholders and target groups as per the evaluation methodology
- Lead analysis of data: The consultant will share the raw data and basic analysis with Amel Association then the He/she will analyze this data and present a summary of the initial findings. The consultant will carry out the literature review and submit a written summary, in the report. The consultant will be responsible for the safe and secure storage and treatment of this data.
- Present and discuss findings: The consultant will present and discuss the research with Amel staff & partners in consultative meetings in order to refine analysis and ideas for recommendations.
- Develop a final report in English; bringing together the findings from the literature, quantitative data and qualitative analysis to finalize the report. The report should highlights a set of operational recommendations and lessons learned. Also, the report might adress all Amel and partners’ comments.

Amel invites all interested and qualified candidates to submit the 5 following documents (in separate files):
- CV (resume and list of previous consultancies);
- Brief narrative proposal (tasks, timeline, methodology, deliverables, outcome of those deliverables etc.) including an understanding of the present terms of reference; that deliverables are dynamic where Amel might request certain tasks and deliverables not anticipated by the consultant.
- Brief financial proposal (tentative budget); Amel estimates a total cost of 16 500 USD for an estimation of twenty working days
- Letter of interest, clearly explaining how their experience meets desired qualifications

Experience of conducting external evaluations in Lebanon
At least three years of experience with familiarity in Health, Protection and social stability field
Strong inter-personal communication skills
Ability to conduct interviews in Arabic
Excellent skills in research and data collection
Ability to work both independently and as part of a team
Demonstrated ability to handle sensitive information with discretion and professionalism
Ability to work under pressure and meet deadlines
Prior experience working on health project evaluation is strong asset
Prior experience working in an emergency context
Languages: Arabic (Fluent), English (Fluent), French (Very good – All the project’s documents are in French).
