Field and Advocacy Coordinator - Migration Programme

The project “Eradication of All Forms of Forced Labor and Exploitation” (LEA) is funded by EuropeAid and the Austrian Development Agency, and implemented by a consortium led by Caritas Austria, in partnership with Amel Association, Caritas Lebanon, and KAFA. The project has a duration of 36 months and started on 01/01/2024.

The overall objective of the LEA project is to eradicate all forms of forced labour and exploitation in Lebanon, in line with SDGs 1, 8, 10, and 16, and consistent with international standards such as ILO Conventions C029 (Forced Labour) and C189 (Domestic Workers), and UN Resolution 45/158 on the protection of the rights of migrant workers and their families.

The project aims to achieve this goal through two main outcomes: (1) Improved effectiveness of support mechanisms to receive, analyse, and respond to human and labour rights violations and abuse against migrant workers; (2) Enhanced access to justice and rights protection mechanisms for migrant workers in Lebanon, in accordance with international standards.

  1. An overview: 

The Field and Advocacy Coordinator will work under the supervision of the Project Coordinator, in close collaboration with the Migration department and other relevant colleagues. The selected candidate will coordinate field-level implementation and ensure strategic advocacy efforts are effectively designed, rolled out, and monitored.

The Field and Advocacy Coordinator is responsible for ensuring the daily implementation of the project and the achievement of the objectives defined in the project documents.

He/she will be responsible for planning, steering, monitoring projects’ activities and measuring results from appropriate indicators.

He/she will monitor compliance with the administrative and financial management procedures, procurement and logistics processing of projects’ activities, and advises and guides the technical teams in charge, as needed.

He/she will ensure the smooth coordination, exchange and information sharing with all relevant stakeholders and the good communication and visibility of the project.

He/she will coordinate the on-site teams and ensure compliance with relevant security measures.

 

    1. Main Tasks
  • Facilitate day-to-day management of the project and monitor field activities to ensure project milestones are met efficiently and effectively;
  • Manage and support field staff, providing guidance and performance evaluations;
  • Assess performance, identify the gaps and the needs of capacity building for field teams;
  • Coordinate with Project Manager to ensure project staff and facilities safety and security;
  • Ensure recognized international best practices and Amel’s policies are applied;
  • Ensure accountability to affected populations;
  • Organize and facilitate coordination meetings, capacity-building workshops, and community mobilization events;
  • Ensure that partnerships are well maintained through continuous meetings, collaboration and coordination with partners on the field level in constant coordination with the Project Coordinator;
  • Lead the implementation of the advocacy strategy in line with project objectives and priorities;
  • Ensure the correct communication and visibility of the project;
  • Liaise with local and migrant communities, CSOs, governmental counterparts, and all other relevant project stakeholders to guarantee the smooth achievement of project results;
  • Liaise with other relevant Field Coordinators from the Migration Programme in order to ensure complementarities with other projects serving Migrant Domestic Workers;
  • Manage project financial resources to achieve the projects’ results in line with the outputs and activities outlined in the projects documents;
  • Oversee compliance with financial, administrative, procurement, and logistics processes, including the management of materials, equipment, and transport;
  • Write regular reports on the implementation of project activities for both internal and external use. Document all projects’ updates, actions plans and suggestions to record the projects’ progress, including challenges and success stories;
  • Share regular updates related to project implementation with the Project Coordinator and programme team;
  • Ensure all project working documents are submitted on time and that data is collected as per the M&E plan;
  • Ensure that the field teams have a clear understanding of the M&E plans (indicators, timeline, etc.);
  • Participate in all required internal meetings;
  • Perform any other tasks as deemed necessary by the line supervisor.

 

  1. Qualifications, Skills and Requirements:
  • Bachelor’s degree in Law, Political Science, Human Rights, Social Work, International Relations, Communication, or a related field. Master’s degree preferred;
  • Minimum 3 years of relevant experience in field project coordination and/or advocacy efforts;
  • Demonstrated knowledge of migrant rights, forced labour, protection issues or related topics in the Lebanese context;
  • Previous experience in a similar organisation and on a similar position;
  • Good writing and communication skills in English and Arabic;
  • Strong interpersonal and negotiation skills;
  • Cultural sensitivity and ability to build trust across diverse groups;
  • Ability to handle confidential information and sensitive issues with diplomacy;
  • Strategic thinker with hands-on problem-solving skills;
  • Adaptability and resilience in complex operating environments.

Location: Mainly Amel HQ, with regular visits to the project Centres (Bourj Hammoud, Chiyah, Achrafiyeh)
