Field Finance Officer - North

Description: 

Working within Amel team, the Field Finance Officer will ensure the overall and efficiency of the Finances related to Amel projects. This involves applying processes with adherence to donor requirements and regulations and reporting to the Finance and Operations Officers, and the Finance Coordinator and will be part of the Finance and Accounting Department (that includes Accountant, Senior Accountant, Bookkeepers, Field Finance Officers), in close collaboration with the Program/Project Coordinators.

RESPONSIBILITIES AND TASKS:

  1. Overall financial procedures:
  • Bookkeeping and accounting of expenditure of projects at the centers level.
  • Review daily spending in accordance with financial guidelines of donors.
  • Maintain a computerized Journal of Expenditures at the centers level.
  • Keep track on consultations fees collected at the centers level.
  • Prepare the monthly budget request for the centers (projects activities, and center’s
  • running costs) in   coordination with Head of Centers and Project’s responsible staff.
  • Ensure that financial data are immediately available upon request.
  • Use of an accounting software among the finance department
  • Ensure that expenditures are in line with project budgets and that procedures for monitoring and reporting are followed.
  • Ensure adequate day-to-day and cumulative budget monitoring.
  • Ensure that established financial policies and procedures as well as specific donor regulations are strictly adhered to.
  • Perform Monthly Cash reconciliation and Cash count (together with the Head of Center).
     
  1. Archive physical documents
  • Collect the documents to be archived from the Centers
  • Ensure the completeness of the files, in particular finance and accounting documents, purchase files ...
  • Complete the files by collecting the necessary elements from the various issuing services.
  • Classify and store documents per project.
  • Use the packaging elements wisely (binders, dividers, archive boxes, etc.) and all materials necessary for the successful completion of the assigned missions, and ensure their availability.
  • Label the storage media in accordance with the rules, procedures and requests of the finance department.
  • Participate in the “Voucherisation” of the accounts. Printing, sorting, archiving.
  • Translate in case of need.
  • Computerize the requested documents (if requested).
  • Ensure the integrity of electronic files created.
  1. Financial Audits
  • Prepare all the samples required during audits, and assist the Finance Officer on any additional tasks required on spot.
  1. Other tasks
  • Ensure prompt execution of other tasks which are within the ambit of a bookkeeper which may be requested by the Project Director as needs occur.
  1. Procurement Inventory 
  • Administrating the procurement of project goods in line with procurement guidelines of donors and regulate an inventory policy
     

Qualifications, Skills and Requirements: 

  • Bachelor Degree in Accounting, finance or business management
  • At least 3 years NGO Finance related experience
  • Prior experience with donors’ requirements
  • Able to work within a team
  • Very good written and spoken English and Arabic languages and communication skills
  • Organized with good in time management, and respect deadlines
  • Trustworthy
  • Analytical skills and accuracy
