Finance Program Coordinator

Assignment The Finance Program Coordinator is based in Beirut with occasional field visits to Mount-Lebanon, the Bekaa and South Lebanon. He/She works under the direct supervision of the Executive Management and works in coordination with the Emergency coordinator, the Program Coordinators, the Medical and the Education Coordinators and the Finance Officer on the implementation of the Emergency Response program for Syrian refugees in Lebanon.    1. Role and responsibilities Generic responsibilities - Implement Amel Association financial systems and procedures in all centers and HQ - Ensure adherence to Financial Handbook, policies and donor requirements - Maintain budget control and monitor cash flow on all projects - Ensure that the accounting, monitoring and reporting are according to procedures - Supervise, train and develop financial team - Prepare and submit reports and analysis as required - Ensure proper filing of all financial documents - Support project staff in financial matters Specific responsibilities - Ensure that all project’s budgets are uploaded - Prepare monthly reports of the financial situation of the projects - Monthly reviews with program and projects coordinators - Coordinate and facilitate with auditors for reports - Participate in budget preparation for new proposals and grant applications - Be the focal point between Amel HQ and field finance officers - Train the finance and program staff on budgeting, reporting and donor regulations. Take the lead in identifying changes to donor regulations and provide guidance and organize trainings - Support the external auditor to ensure timely audit report statements - Communicate financial related matters with controller when needed; be the focal person to report projects’ results to donors. - Effectively organize and manage internal and external audits as per donor policies where appropriate     2. Competencies • Min. 3-5 years relevant experience in a similar position /management and coordination of staff/ good project management skills • Previous experience from working in complex and volatile contexts • Familiar with grants proposal writing and reporting • Knowledge about own leadership skills/profile • Fluency in English and Arabic, both written and verbal
