Head of Center - Beirut

The Head of Community Center works on a full time basis: 8 hours per day/ five days per week.

 

The Head of Center manages a team of social workers, education officer, logistics and operations assistant and an administrative assistant.

 

S/he is responsible for overseeing project implementation at the center level, preparing budgets, reports, and communicating the achievements and challenges to Amel Headquarters and other stakeholders.

 

S/he is required to work unconventional hours whenever there is a major activity (like a trip, celebration, etc.) S/he works under the supervision of the Program Coordinator.

Tasks and duties

Task #1 – Management of Project Implementation

- Manage, monitor and assess the implementation of the center activities in compliance with the project agreement, objectives and Amel internal coherence, as well as in line with UNHCR policy priorities and Code of Conduct

- Ensure smooth implementation, harmonization and effective use of the available resources

- Set priorities, propose modifications or corrective actions for each activity that fit with the interest of refugees and other persons of concern

- Support and encourage refugee participation in planning and implementation of the various activities as appropriate and support initiatives and innovative ideas from refugee groups

- Ensure refugee participation by strengthening their involvement in all phases of the project implementation while ensuring that age, gender and diversity is mainstreamed.

- Prepare budget requests and oversee financial management of project funds

- Liaise with staff to ensure proper documentation of finances and financial reporting

 

Task # 2 Human Resources management

- Supervise staff, follow-up on staff attendance, and monitor performance to ensure that activities are delivered according to the expected results and the terms of contracts

- Recruit the required staff to run the various center activities in line with the agreed standards and procedures, in coordination with the Programme Coordinator

- Identify needs for additional training and continuous support necessary for staff development and well-being

- Lead team meeting and conduct one-on-one meetings with staff to ensure effective communication and synergy between activity areas

 

Task # 3 - Financial management (in coordination with Head of Administration)

- Manage, monitor and track expenses according to the budget

- Make budget and purchase requests and reconcile expenditures on a monthly basis

- Ensure proper receipts and documentation of expenditures

- Oversee petty cash available at the center

 

Task # 4 Reporting / Representation / Networking

- Prepare monthly progress reports to be sent to Program Coordinator

- Liaise with relevant NGOs, government agencies and national institutions to maintain a network and cooperation in social, psychological and educational fields

- Represent Amel Association in coordination meetings with partners and NGOs

- Coordinate monitoring visits

- Receive visitors from donor agencies, embassies and other relevant stakeholders
