Health Quality Officer

About the Role

This role will involve working closely under the supervision of the Quality Coordinator, as well as collaborating with Health Field Coordinators and Officers to ensure the successful execution of health quality standards and practices. The Health Quality Officer will play a key role in maintaining and improving the overall quality of healthcare services within the organization. This role is critical in ensuring the continuous improvement of healthcare services, fostering a culture of excellence, and ensuring that all health centers provide the best possible care to the communities they serve.

Main Duties and Responsibilities:

Accreditation and Compliance:

  • Assess the implementation of accreditation standards, policies, procedures, protocols, and guidelines in the centers.
  • Follow up on the completion of the standards compliance checklist, the priority checklist, and the patient exit interview by the health field officers.
  • Monitor the implementation of infection control practices, occupational health and safety, and patient safety measures in the centers.

Quality Improvement and Monitoring:

  • Mainstream the culture of patient safety and quality improvement in Amel’s PHCCs.
  • Provide progress reports specific to each center to the quality coordinator.
  • Assist the head of centers in the implementation of quality improvement plans (QIPs).
  • Follow the implementation of QIPs, strategic plans, operational plans, risk management plans, and quality indicators, then provide progress reports to the quality coordinator.
  • Identify gaps in policies and procedures, convey them to the Quality Coordinator, and work on rolling out new policies.
  • Identify concerns related to patient safety, occupational health and safety, infection control, fire safety, and other risks in the centers, providing regular reports to the quality coordinator.
  • Identify opportunities for continuous improvement in the centers.

Collaboration and Reporting:

  • Monitor the implementation of corrective actions in the centers in collaboration with the head of centers and health field officers, then report progress to the quality coordinator.
  • Review incidents (patient safety, occupational health and safety, violence and/or aggression, etc.) reported by the centers in collaboration with the field officers, then provide reports to the quality coordinator.
  • Monitor the triage process in the centers and provide regular reports to the quality coordinator.

Staff Training and Policy Compliance:

  • Train staff on policies and procedures, and monitor their compliance with these policies.
  • Assist the head of centers, health field officers, and coordinators in the review of policies and procedures, reporting recommended changes or updates to the quality coordinator.

Preparation for Quality Assessment and Visits:

  • Support the head of centers and health field officers in the preparation for mock and accreditation visits, as well as any other quality assessment surveys.

Emergency Preparedness:

  • Participate in the development of the emergency preparedness plan for the centers.

Position Requirements, Qualifications and Skills:

  • Master degree in health-related field or in public health.
  • A minimum of 3 years’ relevant experience in the quality department.
  • Knowledge of accreditation standards for PHCC is a must.
  • Previous experience in PHCC settings is a plus.
  • Previous experience in NGOs or UN agencies is a plus.
  • Excellent communication, diplomacy skills, collaboration and teamwork.
  • Ability to work under pressure and manage stress.
  • Literacy in reporting, experience in conducting surveys.
  • Excellent computer literacy with demonstrated experience in utilization of databases and Microsoft Office.
  • Knowledge of Phenics health information system is a must.
  • Fluent in English and Arabic both written and spoken
