Background
Amel Association International (Amel) is a Lebanese and non-sectarian Non-Governmental Organisation created in 1979. Amel is active in different sectors including health, education, protection, livelihood and environment, and it operates through 40 centres, 16 mobile medical units, 2 mobile education units, and 2 protection units throughout the country.
The MEAL Officer is responsible for supporting the Monitoring, Evaluation, Accountability, and Learning (MEAL) processes within the Migration and Emergency programmes. This includes developing data collection tools, conducting field monitoring visits, ensuring compliance with donor indicators, and promoting beneficiaries’ rights and ethical practices in data collection. The officer will work closely with project staff, the MEAL team, and project partners to ensure timely and accurate data collection, as well as to foster learning and continuous improvement in Amel’s services.
Main Tasks and Duties:
Developing Data Collection Tools
- Assist in the creation and design of monitoring checklists, satisfaction surveys, and activities tracking forms.
- Ensure data collection tools are aligned with program objectives and donor requirements.
Conducting Field Monitoring Visits
- Regularly visit project facilities and outreach sites to track activity implementation and service delivery and verify the quality of services provided.
- Ensure that services are being delivered according to the standards and that any discrepancies are identified and reported.
Ensuring Timely and Accurate Data Collection
- Support project staff in collecting and validating data from different centres/facilities.
- Help ensure that data collection processes are efficient, accurate, and timely.
- Ensure compliance with donor’s indicators.
- Track and monitor performance indicators related to outputs and outcomes.
- Ensure that activities and service provision are meeting the requirements set by the donor and that results are properly reported.
Performing Data Validation and Quality Checks
- Cross-check data against records to identify inconsistencies, missing information, or errors.
- Recommend corrections or improvements to ensure data quality.
Supporting Real-Time Monitoring Systems
- Collaborate with digital tools such as KOBO, DHIS2, and Excel-based trackers to support real-time data collection and reporting.
- Ensure smooth functionality and timely updates to monitoring systems.
Regular Data Check and Cleaning
- Perform regular/monthly checks on project data, identify any issues, and report discrepancies.
- Ensure that data is clean, accurate, and ready for reporting.
- Ensure Timely Reporting and Data Submission.
- Provide data quality assurance before submission to ensure compliance with project requirements.
Implementing Complaint and Feedback Mechanisms (CFM)
- Establish and manage complaint and feedback mechanisms for beneficiaries and community members, ensuring safe and confidential ways for individuals to provide input.
- Ensure timely response to any concerns raised and improve service delivery based on feedback.
Promoting Ethical MEAL Practices
- Ensure that patient rights are upheld, including obtaining informed consent and ensuring confidentiality during data collection.
- Promote ethical practices within the MEAL framework and safeguard the integrity of collected data.
Organizing Learning Sessions
- Facilitate learning sessions for health staff to discuss monitoring findings, challenges, and solutions.
- Support capacity-building activities to enhance understanding of MEAL practices among the staff.
Documenting Best Practices and Success Stories
- Capture and document case studies, best practices, and success stories to share with stakeholders and improve program impact.
- Prepare reports and visual presentations highlighting key achievements and lessons learned.
Supporting Adaptive Programming
- Provide insights and recommendations for adapting health service delivery based on monitoring and evaluation data.
- Ensure continuous improvement by addressing issues identified through MEAL activities.
Required qualifications and experience:
- At least a Bachelor’s degree in statistics, data management, social sciences, international relations, economic development, management administration or a relevant field.
- At least 2 years of experience in monitoring, evaluation and data collection/analysis roles.
- Knowledge of digital data collection tools (e.g., KOBO) is highly desirable.
- Excellent communication and report-writing skills.
- Experience with migrants or social projects monitoring and evaluation will be considered an added value.
- Fluent in English and Arabic (oral and written); knowledge of French is a plus.
- Strong organizational skills, attention to detail and ability to handle confidential information and sensitive issues;
- Good knowledge of humanitarian principles, cultural sensitivity and ability to build trust across diverse groups.
- Ability to work independently and collaboratively with diverse teams.
- Adaptability and resilience in complex operating environments.
Location: Amel HQ with regular visits to project Centres (mainly in BML and South)
Working days: Standard 5-day work week, which may occasionally include Sundays as required by project needs
