Position Purpose
The MEAL Officer is responsible for supporting the effective implementation of Amel’s MEAL framework at its projects’ level. This includes monitoring activities, collecting and analyzing data, supporting accountability mechanisms, and contributing to evaluations and learning processes. The MEAL Officer ensures that project performance is measured reliably and results are used to inform program improvement.
Key Responsibilities:
a) Monitoring and Evaluation
- Support the development and implementation of M&E plans, indicators, and data collection tools in line with project objectives and donor requirements.
- Conduct regular field visits to monitor program activities and collect data.
- Ensure accurate and timely data entry, cleaning, and basic analysis for reporting purposes.
- Participate in baseline, midline, and endline assessments, as well as internal reviews.
- Support the MEAL Coordinator in tracking log frames and performance indicators.
b) Accountability
- Support the implementation and follow-up of complaint and feedback mechanisms in coordination with project and field teams.
- Collect, record, and report community feedback in a systematic and confidential manner.
- Ensure beneficiaries are aware of their rights and available feedback channels.
- Contribute to the development of accountability awareness sessions for staff and communities.
c) Learning and Knowledge Sharing
- Document lessons learned, best practices, and success stories from project implementation.
- Participate in reflection and learning sessions with program teams.
- Provide inputs into donor reports and internal learning products as requested.
- Assist in knowledge management and archiving MEAL documents and reports.
d) Reporting and Documentation
- Contribute to weekly, monthly, and quarterly MEAL reporting in coordination with the MEAL Coordinator and Program Coordinators.
- Ensure data and documentation are properly stored, backed up, and secured.
- Prepare field visit reports and support the preparation of dashboards and data summaries.
e) Capacity Building
- Assist in training field staff and Meal Assistants on MEAL tools, data collection methods, and accountability principles.
- Provide day-to-day technical support to project staff on data collection, forms, and basic analysis.
Qualifications, Skills and Requirements:
- Bachelor’s degree in Management Information Systems, Computer Sciences, Statistics, or a related field.
- Minimum 2 years of relevant work experience in monitoring, evaluation, accountability, and learning, preferably in an NGO or humanitarian context.
- Familiarity with quantitative and qualitative data collection methods and tools.
- Experience with data collection platforms and data analysis tools (Excel essential; Power BI or SPSS is an asset).
- Strong organizational and reporting skills.
- Fluency in Arabic and good command of English (spoken and written); French is a plus.
