Monitoring & Evaluation Consultant

Contract:  2 month period (December 2014 / January 2015)   I-Scope of responsibilities: Amel Association is a non-governmental organization established in 1979. Through its 24 centers across Lebanon, Amel Association provides access to Health Care services and implements Development programs targeting underprivileged populations, regardless of their nationality or political and religious affiliations. Amel Association also aims to strengthen the Culture of Rights among citizens, refugees and migrants and promote access to their rights and their involvement in public life.  The M & E Consultant will work within the framework of a project entitled “Strengthening protection for refugee Syrian children, their caregivers and children from the host communities". This project aims at enhancing the psychosocial wellbeing of the children affected by the Syrian crisis and their communities. Assignment: The M & E Consultant will be asked to provide monitoring and evaluation outputs regarding the Child Protection program of Amel. The methodology of the Consultancy will include the following components: Performing a desk review of the project documents (including the narrative and the logframe) and reports; Establishing of a monitoring plan in relation with these previous documents; Conducting field visits to implement the monitoring plan; Training field staff on how to enhance the monitoring at the local level; Reviewing action plans and project documents according to the monitoring and suggest corrective measures; Contributing to the drafting of the reports submitted to Donor . Producing a final evaluation report after the completion of the action. Deliverables The M & E Consultant will have until the end of the project fund to complete its work (January 2014).  The assignment includes both office and fieldwork. The M & E Consultant will be working closely with the Program and the Child Protection Coordinators as well as with the field staff. The M & E Consultant is expected to deliver a M&E report assessing the current progress with suggested recommendations.
