Consultant- Site Engineer

Objective of the Service

Anera’s SENSE project aims to improve access to quality sensory-based and developmental services for children with disabilities, including Autism Spectrum Disorder (ASD), ADHD, communication delays, behavioral challenges, and sensory processing difficulties. The project supports partner centers in establishing or strengthening sensory rooms, building staff capacity, and implementing structured assessment and treatment pathways. Four partner centers are selected, one in Beirut, one in Nahr Al Berit, two in Tyre.

The architect/engineer will work alongside a disability specialist and play a central role in ensuring high quality renovation of the four sensory rooms. They will provide comprehensive services encompassing preliminary site visits, architectural design, tendering support, supervision, and project completion tasks based on the preliminary assessment done.

Scope of Service

Preliminary Site Visits:

  • Conduct initial site visits for all four locations.
  • Provide a report detailing findings and recommendations.

As-Built Drawings:

  • Develop accurate and detailed as-built drawings.
  • Ensure compliance with local regulations and standards.

Architectural Design:

  • Develop a comprehensive architectural design based on client requirements.
  • Provide conceptual sketches, floor plans, and elevations.
  • Incorporate sustainable and innovative design principles.

Tender Documents and Support:

  • Prepare comprehensive tender documents.
  • Assist in the tendering process, including pre-bid meetings.
  • Respond to inquiries from potential bidders.
  • Evaluate and recommend suitable contractors based on bids received.

Supervision and Office Backup:

  • Oversee renovation activities to ensure compliance with design and specifications.
  • Regular site visits during the renovation phase.
  • Verify completed milestones and work against agreed-upon payment schedules.
  • Issue payment certificates in accordance with project progress.

Snagging and Handing Over:

  • Conduct thorough snagging inspections to identify and rectify defects.
  • Coordinate with contractors to ensure timely resolution of issues.
  • Facilitate the smooth handover of the project to the client.

Timeframe and Reporting

  • The estimated duration for this assignment is 20 days over 7 months effective beginning of January
  • The consultant will report to Health Program Manager

Qualifications and Competencies

  • Bachelor’s Degree in Civil Engineering/Architecture or related field 
  • At least 5 years of civil engineering/Architecture experience with site experience and field supervision
  • Experience of coordinating the activities of a multidisciplinary team including contractors and staff from diverse range of backgrounds
  • Proficiency in AutoCAD, or equivalent engineering software
  • Proficiency in BOQ preparation, site supervision, and quality assurance
  • Strong communication and stakeholder engagement skills
  • Ability to manage multiple, unrelated tasks concurrently and independently
  • Strong organizational skills and attention to detail
  • Ability to draft detailed and accurate reports in a timely manner
  • Ability to work with culturally diverse groups of people
