JOB OVERVIEW:
The Field Officer is responsible for outreach, partnership development, program implementation, and beneficiary engagement to ensure the successful delivery of market-based competency based training (CBT) courses, lifeskills, advanced training, business start-up, and youth literacy and numeracy programs. This role includes developing technical proposals and budgets with potential partners, conducting market assessments, and facilitating employability readiness for beneficiaries. The Field Officer will collaborate with training institutes, private sector organizations, and MSMEs to establish training programs and apprenticeship opportunities. In addition, the role also involves supervising Field Assistants, who support the program’s on-the-ground activities, ensuring the timely and effective implementation.
KEY RESPONSIBILITIES:
The Field Officer is responsible for coordinating and implementing field-level activities, building partnerships, supporting youth employability and entrepreneurship, and ensuring effective monitoring, reporting, and compliance with program standards. Key responsibilities include:
1. Outreach & Partnership Development
- Identify and engage training institutes, MSMEs, and private sector partners for market-based courses.
- Conduct market assessments to align training with labor market needs.
- Build and maintain relationships with stakeholders and local partners.
- Develop technical proposals and budgets to expand program offerings.
- Facilitate linkages for job placement, apprenticeships, and career opportunities.
2. Employability & Apprenticeship Support
- Enhance beneficiaries’ employability and ensure CBT students secure apprenticeships.
- Identify and monitor SMEs hosting apprenticeships, ensuring quality skill practice.
- Support mentorship events and promote job opportunities through networks and social media.
- Track graduate outcomes and document employment results.
3. Business Start-up & Entrepreneurship
- Support youth in developing business plans and establishing enterprises.
- Provide coaching and linkages to private sector partners to enhance sustainability.
- Monitor business progress, provide feedback, and report on key milestones.
4. Program Implementation & Coordination
- Oversee beneficiary selection, orientation, and retention.
- Verify data through field visits and ensure compliance with program standards.
- Monitor trainers and implementation quality, ensuring logistical needs are met.
- Conduct awareness and motivational activities with beneficiaries and caregivers.
- Ensure adherence to PSEA standards and reporting protocols.
5. Supervision of Field Assistants
- Oversee, guide, and support Field Assistants to ensure efficient field operations.
- Conduct regular performance check-ins and build team capacity.
6. Monitoring, Evaluation & Reporting
- Conduct M&E activities, classroom observations, and facility assessments.
- Maintain updated beneficiary data and ensure accurate reporting on progress, challenges, and outcomes.
- Submit timely weekly, monthly, and quarterly reports to management.
QUALIFICATIONS and COMPETENCIES
- Technical or Bachelor’s degree in business administration, social sciences, education, statistics, or related fields is required
- Two to four years of experience related to program support is required
- Proficient computer skills
- Collaborative interpersonal skills and soft skills
- Proficient written and oral communication skills
- Language Requirement: Fluency in Arabic and English is required (both written and spoken)
- Previous experience in NGOs, Youth Training and Entrepreneurship is a plus.
- Strong interpersonal and communication skills to engage effectively with youth, caregivers, and partners.
- Ability to monitor and assess program activities, ensuring quality and compliance.
- Proficiency in data collection, record-keeping, and reporting.
