Position Title: Technical Expert for “Community Based Solid Waste Management Project” /organic waste focus Reports to:Program Manager Project Location:Mashha, Akkar Consultancy Period:10 working days; spread over 6 months   Position Summary: This is a call for applications within a comprehensive community-based solid waste management project in response to the urgent waste crisis and the potential health threats that face communities throughout Lebanon. The project complements an intervention that started in 2016, in collaboration with the Municipality of Mashha village in Akkar governate, which focuses on recyclable solid waste management through sorting-at-source and the establishment of a sorting facility in the village.  The Technical Expert in coordination with the local municipality and duty-bearers will provide technical guidance on the introduction of organic waste management through creating a durable low-cost solution for processing these wastes, primarily through composting. The expert will also provide relevant capacity building services targeting various stakeholders (municipality, facility workers, agricultural workers). Responsibilities Under the overall supervision of the Program Manager, with the support of a local field coordinator and in coordination with the local municipality in Mashha, the Expert will carry out the following tasks: Setting up of technical standards for composting facility construction and equipment taking into consideration environmental quality and protection of human health, Attend site progress meetings , report and take necessary actions when needed, Provide training services on low-cost composting techniques to relevant stakeholders, Provide agriculture-related training services to farmers and agricultural workers, Technical follow ups on project activities including construction phase, compost production process, testing and marketing, Provide technical oversight of related activities. Ensure technical and procedural harmonization, Provide regular reporting on achievements, challenges and plans of action, Produce written guidelines relevant to organic waste management and the composting process (in Arabic). Skills Knowledge of modern Solid Waste Management principles and practices with a focus on organic waste management. Strong technical, analytical, and problem solving skills. Dynamic and pro-active with creative problem solving skills, particularly in challenging situations. Good interpersonal and networking skills. Strong oral and written communications skills. Cultural sensitivity and adaptability. Familiarity with the area of operation (North Lebanon/Akkar). Flexible mobility within the North Lebanon/Akkar area. Computer literate, including Internet applications, Microsoft Word, Excel and Outlook software. Strong organizational skills and attention to detail. Requirements and Qualifications A Master’s degree or equivalent training and /or experience in environmental science; agriculture; solid waste management. Minimum of 6 years of practical experience in Solid Waste Management, with a focus on organic waste management. Experience in SWM planning and design is a must. Understanding of the role of municipal government in waste management. Previous experience with Local or International NGO’s and municipalities will be an advantage. Languages: Fluency in both written and spoken English and Arabic is a must.
