Field Coordinator - Akkar Area

Job Summary:
The Field Coordinator is responsible for outreach, partnership development, program implementation, and beneficiary engagement to ensure the successful delivery of market-based competency based training (CBT) courses, lifeskills, advanced training, business start-up, and youth literacy and numeracy programs. This role includes developing technical proposals and budgets with potential partners, conducting market assessments, and facilitating employability readiness for beneficiaries. The Field Coordinator will collaborate with training institutes, private sector organizations, and MSMEs to establish training programs and apprenticeship opportunities. In addition, the role also involves supervising Field Assistants, who support the program’s on-the-ground activities, ensuring the timely and effective implementation.

Key Responsibilities:

Outreach & Partnership Development:

• Identify and engage potential training institutes and private sector organizations for market-based course implementation.
• Build and maintain relationships with project partners, local stakeholders, MSMEs, and key community leaders.
• Conduct market assessments to ensure training programs align with labor market needs.
• Develop technical proposals and budgets with potential partners to expand program offerings.
• Coordinate meetings with private sector representatives to explore job placement and apprenticeship opportunities.

Employability Readiness & Apprenticeship Facilitation:

• Enhance skill development and employability readiness for beneficiaries.
• Ensure CBT students secure apprenticeships to maximize program benefits.
• Identify SMEs and potential apprenticeship hosting organizations.
• Monitor apprenticeships to ensure beneficiaries are practicing acquired skills.
• Ensure timely disbursement of transportation fees to apprentices, addressing any delays.
• Support local partners in organizing monthly mentorship events featuring successful graduates and business owners.
• Promote job opportunities through innovative linkages between graduates, businesses, and social media platforms.
• Track CBT course graduates and document employment outcomes.

Business Start-up Establishment Coordination:

• Collaborate with youth and coaches to develop business plans and strategies.
• Provide guidance to youth on how to establish and grow their businesses, focusing on practical steps and resources.
• Attend and contribute to entrepreneurship training sessions to enhance program effectiveness.
• Work with trainers and coaches to deliver comprehensive training on entrepreneurship and business management.
• Facilitate linkages between youth and relevant partners including private sectors to enhance market access and support sustainable entrepreneurship. 
• Monitor youth progress in both business start-up and establishment components.
• Track the success of youth business ideas, offering feedback and recommendations to improve strategies.
• Prepare and submit reports on youth progress, including key milestones and challenges faced.

Program Implementation & Field Coordination:

• Ensure beneficiary selection, retention, and commitment throughout the program.
• Conduct one-on-one interviews and orientation sessions with beneficiaries to enhance program understanding.
• Verify and validate beneficiary data through spot checks, phone calls, and household visits.
• Oversee course implementation to ensure alignment with program criteria and compliance with agreements.
• Monitor trainers and tutors to ensure adherence to curricula, schedules, and training hours through the support of field assistants.
• Ensure all youth and partners receive comprehensive PSEA (Prevention of Sexual Exploitation and Abuse) training to understand program policies and procedures.
• Report any PSEA-related incidents immediately in accordance with organizational protocols, ensuring timely and proper documentation and investigation procedures.
• Ensure timely provision of transportation, refreshments, stationery, and other required materials for beneficiaries.
• Conduct motivational activities to enhance retention, including awareness sessions for parents and caregivers.
• Organize meetings with beneficiaries' parents to discuss progress and address concerns.
• Ensure pre- and post-tests are conducted and results are reported.
• Provide day-to-day support and coordination to program partners.
• Offer on-site support and capacity building to local partners during program implementation.
• Identify and address implementation challenges, escalating concerns with proposed solutions when necessary.
• Ensure visibility of Anera and donors throughout program activities.

Supervision and Coordination of Field Assistants:

• Oversee the work of Field Assistants and ensure they are carrying out their duties efficiently and effectively.
• Provide guidance and support to Field Assistants in the field to ensure smooth program implementation.
• Regularly monitor the performance of Field Assistants, offering constructive feedback and addressing any challenges they may face.
• Organize regular check-ins and meetings with Field Assistants to review progress, identify obstacles, and ensure the alignment of their activities with program goals.
• Ensure Field Assistants are trained and equipped with the necessary tools and knowledge to perform their roles effectively.

Monitoring & Evaluation:

• Conduct monitoring and evaluation activities using established tools and verification methods.
• Maintain accurate beneficiary tracking systems and update data on Commcare.
• Conduct classroom observations to assess attendance and instructional quality.
• Ensure training facilities maintain a safe, clean, and inclusive environment, especially for youth with disabilities.

Reporting:

• Prepare and submit weekly and monthly reports to the Area Manager and Program Team.
• Contribute to quarterly and ad hoc reports as required.
• Report immediately on any issues related to youth safety, maltreatment, or program challenges.
• Ensure accurate reporting from partners regarding student dropouts and absenteeism.
