Position: HR Manager
Location: Beirut with frequent visits to the field

Position Summary: The HR Manager (HRM) contributes to the strategy, decision making and organizational development required to sustain ANERA and will ensure ANERA’s ability to attract, retain, develop and amange highly engaged and committed personnel. The HR Manager supervises employment and compliance with policies and labor law regarding employees to enable ANERA to work in an effective, efficient and consistent manner.
Position Responsibilities and Duties: Provide oversight to the management of human resources of ANERA-Lebanon; Assist in the achievement of ANERA program objectives with the facilitation of recruitment, remuneration, staff development issues and capacity building in the Human Resource Development and employee separation.
Responsibilities and Duties:
Review current HR policies and practices, identify challenges in current HR systems in consultation with Lebanon Country Director and suggest improvements if needed.
Manage the recruitment process of ANERA inclusive of manpower search, CVs screening, testing, interviewing and contracting.
Manage the compensation process of ANERA inclusive of consolidation and updating of salaries data, employees expenses, deductions, additions, NSSF subscriptions and income tax, and generation of relevant reports.
Manage the performance appraisal administration process inclusive of distribution, follow up and collection PA forms, training of appraisers, consolidation of Performance Feedback and generation of relevant reports to facilitate management actions
Manage the training process inclusive of detecting training needs, development of Individual Training Plans, contracting with training providers, and generating training evaluation reports.
Manage the annual training budget in collaboration with Finance Department.
Maintain all ANERA enablers up to date inclusive of job descriptions, HR bylaws, Employees Handbook etc. Manage the personnel administration affairs inclusive of employee records, daily attendance, vacations and certificates issuance.
Ensure an adequate on boarding orientation and induction program is being implemented and is adhered to.
Advise staff on ANERA’s Lebanon’s HR policies and procedures
Oversee the clearance of terminated/resigned employees, as per ANERA policies and procedures.
Participate in hiring, disciplinary and termination meetings with program staff in accordance with ANERAs’ rules and regulations.
Seek advice from ANERA’s legal advisor and follow up on all official personnel related matters.
Develop career planning scenarios for promising staff in coordination with ANERA Country Director.
Coordinate with ANERA Headquarters HR Department and seek advice as needed.
Other duties as assigned.
Required Qualifications
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
5 to 10 years demonstrated expertise in managing and heading the HR department.
Demonstrated experience in MOF, MOL, NSSF processes and procedures, Lebanese Labor Law.
Strong knowledge in developing policies and procedures related to staffing and employment. (INGO experience is preferred)
Excellent organizational and teamwork skills required.
Outstanding leadership and communication skills
Bachelor’s Degree (Master’s Degree preferred) in HR management or equivalent.
Fluency in written and spoken Arabic and English required.
Must have deep respect for the potential of young adults.
Computer literacy in data processing (Microsoft Word), spreadsheet (Microsoft Excel), E-mail, and Internet browser software.
Excellent time management skills with a demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently
Strong analytical, organizational, and strategic planning skills with an ability to think critically and creatively
Excellent interpersonal skills, including patience, diplomacy, willingness to listen, and respect for colleagues. Experience directing large teams and empowering others to lead
Ability to work effectively in a fast-paced, stressful environment. Must be flexible, willing to perform other duties and work irregular hours
