In-Kind Pharmacist (Full Time)

ANERA LEBANON Health Promotion Specialist Terms of Reference     Post title: In-Kind Pharmacist (Full time) Location: Lebanon Office Operational area: Office in Beirut, with approximately 60% of time allocated for field visits to all regions Reports to: Health and In-Kind Program Manager (PM) ROLE SUMMARY The post holder will contribute to the achievement of the aims and objectives of the Medical In-Kind Program (MIKP): Provide technical support to the PM as related to the management of pharmaceutical donations and in line with applicable rules and regulations in Lebanon.  Assist in assessment, training, monitoring and capacity building activities addressing the needs of partner organizations and their recipient centers. Assist in coordinating and monitoring donation distribution schemes and allocations with partner organizations KEY RESPONSABILITIES, TASKS AND ACTIVITIES     Regular review of  donation offers and shipments of medicines: Review of medicines included in product donation offers and/or manifests sent by MIKP donors in terms of type, dosage, route and form, taking into consideration applicable rules and regulations in Lebanon set by the Ministry of Public Health (MOPH) and the Order of Pharmacists in Lebanon and advise the program manager accordingly; and Assist in the monitoring of recipient organizations. Conduct field visits to monitor storage, handling, dispensing and management of medications; and compliance with MIKP quality standards. The Pharmacist reports any incidence of misuse or abuse of donations directly to the PM. Assist in the review and update of monitoring and evaluation tools as needed. Capacity Building.  The Pharmacist will assist the PM in implementing capacity building activities for partners and recipient centers as related to handling of medicines and general donation processing. Distribution Coordination: review efficiency of distribution schemes and allocations planned by partners, report findings to the PM. and suggest alternative distribution plans of medicines based on quality, quantity and indication Provide regular and up-to-date pharmaceutical advice to Program manager: This includes reviews to the essential drug list, sharing of MOPH alerts and regulations, and updating the PM on any major modifications related to the pharmacological specifications and /or legal status of medicines available in the Lebanese market. Monthly Reports.  The Pharmacist will provide PM with a monthly report at the end of each month, detailing progress toward each of the above mentioned tasks.  Assist in the strategic planning of MIKP activities, as needed.     SPECIFICATIONS   QUALIFICATIONS   Essential   A degree in Pharmacy (BS or PharmD) Licensed member of the Syndicate of Pharmacists in Lebanon Minimum 4 years of experience in relevant field work Experience in medicine stock management Experience as a trainer Updated knowledge of existing laws and regulations related to the importation and distribution of medicines in Lebanon. Familiar with WHO donation guidelines and Essential Drugs. Excellent command of English and Arabic. Good reporting, organizational, communication and computer skills Willingness and ability to travel independently around different regions in Lebanon.     Desirable   Driving skills Experience in quality assurance Experience in development and community work, preferably in the context of dispensaries, community healthcare centres and hospitals. Experience in working /collaborating with the Lebanese Ministry of Health in a relevant context Experience in promoting the rational use of medicine     4. SKILLS AND ABILITIES   Good interpersonal skills Ability to work both individually and within a team High level of competence in communicating information both verbally and electronically
