Loan Officer – Revolving Fund

JOB OVERVIEW

The Loan Officer executes the key financial activities for all Revolving Funds under Anera’s Economic Development portfolio, which includes interventions in renewable energy and agrifood. A core function of this role is to manage the fund's dual administration channels: directly overseeing reimbursable grants administered by Anera, and coordinating with and monitoring loans administered by partner Microfinance Institutions (MFIs). Key responsibilities span both channels, including monitoring overall repayment performance, ensuring data integrity, and preparing consolidated compliance reports to guarantee the fund's transparent and efficient operation.

The role is responsible for coordinating between internal departments and external partners, supporting the integration of financial operations within Anera’s broader operational, financial, and social impact frameworks to ensure accountability, sustainability, and measurable results.

KEY RESPONSIBILITIES

1. Portfolio Management & Oversight

  • Manage the dual administration channels of the Revolving Fund: directly executing all financial activities for Anera-administered reimbursable grants and coordinating with and monitoring partner Microfinance Institutions for their loan portfolios.
  • Maintain a consolidated loan portfolio tracker, integrating disbursement and repayment data from both Anera-managed grants and MFI-administered loans.
  • Monitor the overall repayment performance of the entire fund portfolio, identifying potential risks, delays, or defaults across all channels and proposing mitigation measures to ensure fund sustainability.
  • Prepare consolidated weekly and monthly performance reports on fund disbursement and repayment status.

2. Direct reimbursable support’s administration (Anera-Managed)

  • Manage the end-to-end cycle for Anera's reimbursable support, including conducting application reviews, performing financial eligibility assessments, and verifying all required documentation.
  • Prepare and facilitate the signing of reimbursement agreements, ensuring all terms are clearly communicated to beneficiaries.
  • Maintain meticulous and organized recordkeeping for all direct financial files, ensuring they are always audit-ready.
  • Follow-up continuously on repayment schedules for Anera-administered reimbursable support, managing communications with beneficiaries regarding their obligations.
  • Follow-up and coordinate continuously with the money transfer company (selected by Anera) as needed.

3. MFI Partnership & Coordination

  • Serve as the primary coordination point between Anera and partner MFIs for the Revolving Fund program.
  • Verify MFI compliance with Anera’s revolving fund procedures, donor requirements, and agreed-upon audit standards.
  • Monitor and track the financial and repayment performance of the MFI-administered loan portfolio.
  • Support the reconciliation of financial data between MFI reports and Anera's internal finance tracking systems.

4. Compliance, Reporting & Integration

  • Monitor all fund-related operations (both direct and through MFIs) to ensure adherence to Anera’s policies and donor regulations, flagging any discrepancies for review.
  • Collaborate with internal teams (Finance, MEAL) to ensure revolving fund activities and reporting are aligned with organizational frameworks.
  • Compile and input accurate, consolidated financial data into designated monitoring systems to support performance tracking and evaluation.
  • Prepare and submit regular financial performance reports and data insights on the entire fund portfolio directly to the Program Manager for internal and donor use.

5. Capacity Building & Community Engagement

  • Participate in the beneficiary selection committee, providing direct input on applicant financial viability and alignment with program criteria.
  • Co-facilitate training sessions for direct beneficiaries and MFI partners on fund procedures, repayment mechanisms, and financial accountability.
  • Assist in conducting community awareness sessions to promote the benefits and sustainable use of the revolving fund.
  • Provide technical input and ground-level feedback to inform the development and refinement of operational manuals and fund management tools.

QUALIFICATIONS and COMPETENCIES

  • Bachelor’s degree in Finance, Economics, Business Administration, or a related field.
  • Minimum 5 years of relevant experience in microfinance, revolving funds, or loan management, preferably within renewable energy or development projects.
  • Demonstrated knowledge of loan management systems, financial risk assessment, and credit control.
  • Experience working with Banks, NGOs, municipalities, or donor-funded programs is an advantage.
  • Strong analytical and numerical skills with attention to detail.
  • Excellent communication and negotiation skills.
  • Proficiency in Excel and financial reporting tools.
  • Ability to work independently and collaboratively across departments.
  • Fluent in Arabic and English (spoken and written).
