IMMEDIATE JOINER-
The MEAL Officer will lead Anera’s monitoring and evaluation component to improve on-going programs and projects, ensure adequate processes are implemented, tools are used to make proper managerial decision, and promote accountability at all levels of the organization. He/she will ensure the daily management of the MEAL team and will be in charge of conducting regular capacity building trainings related to MEAL.
Main Responsibilities:
• Ensure relevant M&E systems and mechanisms are in place and properly functioning;
• Ensure quality and accountability are integrated into the overall monitoring and evaluation systems;
• Build in-house capacity in M&E, quality and accountability.
Tasks:
Implementation and supervision of MEAL activities
- In collaboration with Program Managers and Area Managers, prepare the M&E Plan for on-going and new projects, including log frames, timeframe of activities, data collection methodology, and tools to be used.
- Ensure the follow-up of project indicators by sampling, collecting and analyzing data, guaranteeing quality data and reviewing reports.
- Support programs in conducting monitoring surveys (review methodologies and provide necessary trainings).
- Produce monitoring and evaluation reports, and disseminate results and recommendations through interactive feedback sessions.
- Maintain data management systems to operationalize program and MEAL strategies; a system that informs planning, implementation, monitoring and evaluation of the different projects.
- Ensure and support implementation of accountability systems that are compliant with Anera’s policies and procedures as well as those of the donors.
Institutional and Departmental Capacity Building
- Encourage learning based on best practices, lessons and feedback captured from partner organizations and beneficiaries to guide project design and implementation.
- Collect internal and external data to produce reports on specific issues and to inform strategy.
- Ensure daily follow-up of the MEAL Assistant with weekly planning and objectives, administrative and logistical management.
Qualifications:
- Bachelor’s degree in social sciences, development or related discipline. A Masters degree is a plus
- Training in Monitoring and Evaluation such as university courses, workshops, certificates etc…
Experience
- 3+ years of practical experience developing and implementing monitoring and evaluation frameworks (developing logic frameworks, outcomes, indicators, targets and data collection plans).
3 years leading and conducting data collection, both qualitative and quantitative - Experience conducting analysis for quantitative and qualitative data
- Experience managing data sets (coordinating data entry, ensuring data quality, managing data confidential storage).
- Substantial knowledge of monitoring and evaluation processes for NGO programs
- Computer literacy in common MS Office applications, data management software, and Internet
- Experience identifying program implications and recommendations from data findings
Advanced experience in designing data collection tools both qualitative and quantitative - Experience in training and capacity-building (e.g., developing and delivering workshops, mentoring and supporting colleagues, etc.)
