Job Summary:

The Program Operations Officer will ensure that implementing partners adhere to Anera’s policies, donor requirements, and operational standards. This role involves overseeing and monitoring partners' operational models, verifying compliance with financial, operational, and contractual obligations, and managing financial documentation and audit functions.

The officer will review and validate HR-related documentation to ensure policy adherence, investigate and address fraud and corruption issues, and ensure procurement practices align with organizational standards. Additional responsibilities include supporting the procurement process for business start-up components, tracking and forecasting budgets, and conducting thorough vetting and due diligence of partners on a programmatic level.

The officer will report directly to the Education Program Manager.

Key Responsibilities:

  • Oversee and monitor the operating model of implementing partners to ensure alignment with Anera’s policies and donor requirements.
  • Assess and verify implementing partner compliance with financial, operational, and contractual obligations.
  • Draft and finalize partnership agreements under the Education program, ensuring they adhere to both donor and legal requirements.
  • Oversee the IP’s accounting processes, documentation, and audit functions related to implementing partners and raise red flags for any concerns.
  • Ensure accurate financial records and timely reporting of IP.
  • Review and verify the IP’s payslips, employee contracts, and receipts to ensure compliance with Anera’s policies and procedures.
  • Monitor and investigate fraud and corruption issues.
  • Ensure that IP procurement activities adhere to organizational policies and processes, verifying that all procurement procedures are conducted in accordance with Anera and the donor's established standards and guidelines. 
  • Assist in supporting the procurement process for items related to the business start-up component.
  • Assist in tracking and forecasting programmatic budget and expenses
  • Assist in programmatic and financial planning for new proposals
  • Conduct thorough vetting of potential partners 
  • Perform regular partner reviews during and at the end of the implementation phase.
  • Develop and implement standards and training for IP’s staff on fraud and corruption prevention.
  • Assist in due diligence processes on a programmatic level.
  • Other tasks as assigned by the Education Program Manager.
